Western Australia - Obtain a Leaner's permit

- Before you are granted a learners permit you will have to pay the relevant fees and pass the following tests:
Computerized road rules theory test
- If this is the first driver's licence you are applying for in Western Australia, you will need to pay the prescribed fee and sit the computerized theory test. The test consists of 30 multiple choice questions on the WA road rules and safe driving practice and is conducted at the Driver and Vehicle Services Center or regional Agent when you apply for your licence. You should prepare for the test by studying the Drive Safe handbook and taking the online road rules theory test sample quizzes.
- Computerized theory tests are conducted between 8.15am & 3.45pm, weekdays.
Oral theory test
- If you have attempted and failed a computerized theory test and you:
- have a very limited understanding of the English language; and / or
- have difficulty reading
- you may be eligible to attempt an oral theory test rather than sit another computerized theory test.
- Staff at the Driver and Vehicle Service Centre or regional Agent that conducted your computerized theory test can give you more information about booking yourself in for an oral theory test.
- You will still need to speak and understand English well enough to understand the testing officer and answer the questions. You will be asked 40 questions and you need to get at least 32 right to pass the test. The test may be stopped if you get more than 8 questions wrong, or the testing officer cannot make themselves understood.
- If you fail, you cannot attempt the test again on the same day. You will need to re-book for another day. You must produce all required documents again when you return.
Eyesight test
- This will be conducted at the Driver and Vehicle Services Center or regional Agent when you apply for your licence. If you need any visual aids to pass the eyesight test, your licence will be endorsed with a condition to show that you must wear those visual aids when driving.
Medical test (if necessary)
- When applying for your licence you must declare on the Driver's Licence Application form whether you have any medical conditions and/or take any medication. We will let you know if you need to have a medical assessment before you are granted your learner's permit. For more information refer to driving with a medical condition.
- When you have passed the required tests, you will be granted your Learners Permit.
Please note that a Medical Assessment Certificate (Form M107A) is required for ALL ongoing medication including ADHD or anxiety medication (according to Rockingham DVS - Department of Transport W.A.). This form is collected from the DVS center when you first apply for the learners Permit and must be taken to your regular GP for them to fill out. It is then emailed to the medical assessment department of the Department of Transport ([email protected]) where it will be checked by a medical officer before a Learners Permit is granted.

Required DocumentsEdit
From 5 September 2011, there are number of key documents you must supply to apply for your first WA drivers licence. A combination of compulsory and secondary identification documents are required to be presented by you before you can be granted with a WA drivers licence. One document must show your signature. Original documents only, certified copies will not be accepted.
Compulsory Category A - Establishment of Identity document
- Australian or New Zealand Birth Certificate (not an extract) issued by Births, Deaths and Marriages (BDM), not a commemorative one
- Australian or New Zealand Citizenship or Naturalisation documentation (issued by the Department of Immigration)
- Evidence of Resident status (issued by the Department of Immigration)
- Evidence of immigration status issued by the Department of Immigration and Citizenship, including electronic Visas
Secondary Category B - Link between Identity and Person
- Current Australian drivers licence or learners permit (with photo and signature not expired more than six (6) months)
- Australian Passport (not expired more than two (2) years)
- Current overseas passport (not expired)
- Parental identification and statutory declaration (form M101). Parent must attend with the child and present current drivers licence for identity verification
Secondary Category C Evidence of identity operating in the community
- Current Australian EFTPOS or Credit Card
- Medicare Card
- Electoral Enrolment Card (less than two (2) years old)
- Centrelink or Department of Veteran Affairs Healthcare or Pension Card
- Current Security Guard/Crowd Control Licence
- Marriage Certificate (issue by BDM), not a commemorative one.
- Current photographic student ID
- Current photographic Police or Australian Defence Force ID card
- WA Proof of Age Card
- Current WA Firearms Licence
- Current WA Working with Children Card
Secondary Category D Evidence of Residential Address
- Australian bank statement or letter (less than three (3) months old)
- Australian utilities account or notice (less than three (3) months old) for example Gas, Water, Electricity, Phone, Council Rates etc
- Letter from current employer advising of clients current residential address (less than three (3) months old)
- Letter from an educational institution advising of clients current residential address (less than three (3) months old)
- Current Residential Tenancy Agreement
- Official document or letter from a Government Agency (less than three (3) months old) with current residential address, for example Australian Taxation Office, Centrelink, Medicare

InstructionsEdit
- The Road Traffic Act provides that if you are a person who is eligible to apply for a Western Australian driver's licence you must apply in accordance with the regulations. The application is made in writing on a form approved by the Director General and it has to give details of the application sought.
- Please note that personal attendance at a Driver and Vehicle Services Centre or Regional Agent is required when completing your application.
- This process cannot be completed by mail.
- You can apply for a learners permit after you turn 16 years of age.
- If you already hold a Western Australian driver's licence, and you are applying for an additional class, you may not be required to sit the computerised theory test.
- Learner permits are valid for three years.
- When applying for a driver's licence for the first time you will be required to prove your date of birth, identity and residential address by providing five (5) forms of approved, proof of identity documents.
- One of the documents produced must contain your signature and one must show your Western Australian residential address.
