To Upgrade or Add Additional Class to your Driver License in West Bengal the applicant has to approach the RTO office to which your area belongs to. Following link can provide you information related to the list of RTO office : Contacts Link
Make sure you have all the necessary documents to process the application
Following application forms are required Form 8, Form 5 (only for those who trained through Driving School) and Form 15 (Those who trained through Driving School).. Application forms can be downloaded from the following link : Forms online
The applicant should make sure they are eligible for applying
Application forms can also be obtained from the appropriate RTO offices .
Present the completed application forms along with required documents in one of the counter and pay the appropriate fee where the officials would start processing your application.
Applicant has to qualify the drive test. Applicant on successful completion of test drive will be asked to get photographed for the license copy. Applicant will get the License

To apply for TR (Transport, Commercial) driver license, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
The applicant will be taken to the “Manual” page where all the available services will be listed.
Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
Please follow the steps to complete the application.

Valid Learner’s License for which additional class of vehicle is required.
Documents of vehicle in which applicant proposes to appear for test of competence to drive (such as Registration Certificate, Insurance Certificate, Tax Card, Pollution under Control Certificate, Fitness Certificate in case of Transport Vehicle).
Consent letter from vehicle owner, to conduct driving test in his vehicle if the vehicle is not owned by the applicant.

List of all RTO Office in West Bengal

Note: There are 18 motor vehicle offices that can be found within the premises of the respective offices of the District Magistrates. There are also 7 sub-divisional motor vehicle offices located in the premises of the offices of the concerned Sub Divisional Officers.

ValidityEdit

A Driving License for a non transport vehicle is valid up to a period of 20 years or an age of 50 years whichever is earlier, and 5 years thereafter.
Transport Vehicle License is valid for a period of 3 years from the date of issue or renewal.

Need for the DocumentEdit

The need for upgrading from a valid driving license arises for the purpose of driving other vehicles. Other vehicles refer to the ones that are not covered under the current license.
If a person who has a valid driving license to drive non transport vehicle and wanted to drive transport vehicle, then one needs to get his driving license upgraded.
A driving license is an official document that states that a person may operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or a bus, on a public roadway.
Under the provisions of the Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him, authorizing him to drive a vehicle of that particular category.
Driving without Driving license is an offense. Incumbent has to pay penalty
