Uttarakhand - Renew Tourist Vehicle Permit (Jeep/Omni/Car)

Apply In-Person
- To apply for renewal of tourist vehicle permit (jeep/omni/car) in Uttarakhand the applicant has to approach the RTO office or permit issuing state/regional transport authorities of the area.
- Information related to the RTO offices and permit issuing state/regional transport authorities can be obtained from the “Office and Location” Section of this page.
- You will have to submit Application in Form No. 45 & 46 in front of licensing authority.

- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
Apply Online via National Portal:
- You can also apply for tourist vehicle permit (jeep/omni/car)in Uttarakhand through the national portal.
- The following link will give you access to the Ministry of Road Transport and Highways, Government of India: Vahan Citizen service
- From the dropdown menu on the website select the permit option from the “other online service” tab option
- In next step select the State from where the service is to be taken and proceed.
- You will be directed to the permit related services page:Refer
- Here you will have to provide the vehicle registration number and chassis no.
- Enter the OTP received and Click on Proceed.
- All the permit related services enabled in the RTO, which is allotted for the entered vehicle registration number will be displayed
- The Stages of Application Submission Process includes
- Enter the required Details
- Click on the service to be availed
- Submit Permit Details as per requirement
- Click on Save
- Enter the required Details
- Temporary Application Number will be generated and sent as an SMS on the mobile number entered in the beginning of the process.
- This number will be used to access application for verification.
- Once you click on save the application is saved in draft mode. You can verify the application form (immediately/later) before proceeding for payment.
- Verification will help you to review your application form. It will help you to recheck whether the information given are correct or not. You have two option for verification. Either verify immediately or later. Click on either tab as per your availability.
- Click Verify Later for checking the correctness after sometime.
- In case of *Verify Now - application number will be automatically fetched and click Get Details.
- If you are Verifying the form Later - Click on Status>>Verify Application. Enter Application Number sent in SMS in step b)>>ii) and click Get Details ii) Entered data will be displayed iii) Check the data entered and Click Verify <br
- Click Verify Later for checking the correctness after sometime.
- Make the Payment
- Click on Make Payment or Payment Later
- For making payment later, in Status>>Make Payment. Enter Application Number sent in SMS in step b)>>and click Get Details.
- Click on Make Payment
- Click on Make Payment or Payment Later
- Permanent Application Number will be generated and sent in SMS, which will be used (now onwards for any reference)
- System will move to payment gateway for payment else verified application will be saved.
- Confirm the Payment Terms and Conditions and proceed
- Once Payment done successfully, print receipt.
- You can Print Application form also from Status>>Print Application menu.
- Visit to respective RTO along with Fee receipt and required documents (like valid insurance, tax details, fitness certificate and all such documents required by RTO) along with application form printed above, for verification and approval.
- In Case of:
- Payment Failure : Apply Again
- Payment Success but Receipt Printing Failed :
- Wait for 1-2 hrs,
- Do step 1 and then Click Status>Check Pending Transaction
- Enter the application number sent
- Registration Number and Chassis Number.Click Show details
- Select the respective Transaction and Click Check to Bank and confirm Payment.
- If Transaction failed then apply again

EligibilityEdit
- A company or an individual engaged in a business of promotion of tourism by providing tourist transport vehicles on tourist circuits; or
- Any travel agency (who possesses his own vehicle or have taken a vehicle on lease for this purpose for a period of at least one year) run by a company or an individual provides all tickets for travel by air, rail, ship, passport, visa and also arrange accommodation, tours, entertainment and other tourism related services; or
- the tour operator (Company or individual) who provides for transport, accommodation, sight-seeing, entertainment and other tourist related, services for tourist, and who possesses his own vehicle or has taken a vehicle on lease for this purpose for a period of at least one year and is recognised by the Department of Tourist of the Government of India;

- Rs 500/- per year for tourist permit in the form of Demand Draft drawn in favour of the Secretary (State Transport Authority).

ValidityEdit
- A tourist permit shall be deemed to be invalid from the date on which the motor vehicle covered by the permit completes 9 years in the case of a motor cab and 8 years where the motor vehicle is other than a motor cab, unless the motor vehicle is replaced;
- Where a vehicle covered by a tourist pennit is proposed to be replaced by another, the latter vehicle shall not be more than two years old on the date of such replacement.
NOTE: For the purposes of this sub-rule, the period of [9 years or 8 years] shall be computed from the date of initial registration of the motor vehicle.

Guidelines for application:
- An All India Permit for Tourist Transport Operators shall be issued only in respect of vehicles with a seating capacity of not more than 1[39] seats, excluding the driver and the conductor. Besides, provision of rule 128 of the Central Motor Vehicles Rules, 1989, except for sub-rule (11) of the said rules, shall also apply to the tourist vehicles.

- Status of the applicant, whether individual, company or partnership firm, Coop. Society etc.
- Name of father or husband (in case of individual and in case of firm or company the particulars of managing partner or managing director as the case may be.

- Information on whether applicant himself/herself intends to drive the vehicle. If so, whether, applicant:
- Holds Heavy Passenger Motor vehicle Driving Licence
- The number, date and validity period of driving licence
- Name and address of the Licensing Authority.
- Holds Heavy Passenger Motor vehicle Driving Licence
- Registration certificate along with the date of first registration and Insurance certificate number.
- Details of other permits if any, held in respect of a particular vehicle
- Details of total number of Tourist Permits held by the applicant

Need for the DocumentEdit
- It is mandatory for owner of a transport vehicle to obtain permit and use permit in accordance with the conditions of the permit granted or countersigned by the Regional or State Transport Authority.
- Granting of permit is decided by the State Transport Authority/Regional Transport Authority Board as the case may be, keeping in view the overall public interest and advantages to the public, of the services likely to be provided, subject to compliance of the requisite condition and formalities.
- Applications for permits are available in the office of the secretary State Transport Authority and secretary Regional Transport Authority. The applicant must first apply for allotment. After which the applicant can register the vehicle as a transport vehicle in the R.T.A./S.T.A.

- The state transport authority is vested with powers to grant permit on interstate route to cover long distance goods traffic and passengers traffic. The State Transport Authority can also issue permit to transport vehicle for operation in route and areas falling under jurisdiction of inter regions.

Q. What is a permit?
Ans: Any vehicle which is to be used for carrying goods or passengers for Commercial purpose essentially requires the permission (permit) of State Govt. under the provisions of M.V. Act, 1988 and rules framed there under. Permits are issued by State Transport authorities to control and to regulate operation of commercial vehicles.
Q. What is the difference between State and National Permit?
Ans: With State permit one can operate in the respective state only for which you have taken the permission and with national permit one can operate in whole country.
Q. Who is eligible for Permits?
Ans: Any registered owner of a transport vehicle can apply for the "Permit". However there are restrictions and permits are made available only after notification of Government.
Q. What are different types of permits available?
Ans: Six types of permits are functional in India:
- Stage Carriage Permit
- Contract Carriage Permit
- All India Tourist Vehicle Permit
- Private Service Vehicle Permit
- Goods carriage Permit
- National Permit Two other Permits (for short time duration):
- Temporary Permit
- Special Permit
- Temporary Permit
Q. When can permits be applied ?
Ans: Normally permits can be applied any time. However the stage carriage permits are only issued at the time of notification as per policy. Further Supreme Courts direction for switching over to CNG made of fuel have also to be complied with at the time of time (or renewal) of permits.
Q. Who enforces the permit condition?
Ans: The enforcement wing of Transport Department inspect the permit conditions.
Q. What is the action taken against violation of permit conditions ?
Ans: Action is taken by State Transport Authority (STA) against these offenders Under Section 86 of M.V. Act for suspension/cancellation of permits.
Distinguishing Particulars to be exhibited on Tourist Motor Vehicle
A motor vehicle or motor cab covered under the Authorisation Certificate issued under these rules shall be painted in white colour with a blue ribbon of 10 centimetres width at the centre of the exterior of the body on both sides of the vehicle, and the word “Tourist” shall be painted inside a circle of 60 centimetres diameter. The permit holder shall also display on the front top of the tourist vehicle, other than a motor cab a board in yellow colour with letters in black colour with the inscription “Approved Tourist Transport Operator No....” in English and Hindi, and also if the permit holder so prefers, in the regional language of the Home State, with the logo Peacock', as specified in Annexure No. 1.”
