Apply In-Person

  1. To apply for Permanent vehicle (Car, Bike, Motorcycle) registration in Uttarakhand, the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices and registering authority can be obtained from the “Office and Location” Section of this page.
  3. You will have to submit Application in front of registering authority.
  4. The application shall be made in application Form no-20, Form-21 and Form-22 to the RTO.
  5. The application form no 20 can be downloaded through following link:Form 20
  6. The application form no 21 (sale certificate) can be downloaded through following link:Form 21
  7. Form no 22 is issued by dealer: Certificate of compliance with pollution standards, safety standards of components, roadworthiness (not downloadable)
  8. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
  9. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  10. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

Apply Online via National Portal:

  1. You can apply for permanent vehicle registration through the National Portal, the following link will give you access to the Parivahan Sewa, Ministry of Road Transport and Highways, Government of India:National Portal
  2. From the dropdown menu of apply online services on the website select the “vehicle related services” option
  3. Once you select the vehicle related services, you will be redirected to the page, based on your selection Click
  4. Click on apply online
  5. Enter Valid Vehicle Registration Number and click on Proceed
  6. Select the Service to be availed by Clicking the respective Service under Online Services Menu
  7. Enter Chassis Number and Mobile Number
  8. Fill the Applicant Details as instructed and required.
  9. Enter the OTP received and Click on Show details.
  10. Enter further details as per the form displayed.
  11. Click Submit and then Confirm and Make Payment
  12. Once Payment Done, Print Receipt.

  • Original sales certificate from the concerned authorities in Form 21 in the case of ex-army vehicle

  • Dealer and manufacturer invoice
  • Proof of Date of Birth: Aadhar Card

Registration Fees for Vehicles:

  • Motor Cycle/Scooter/Two Wheelers - Rs 60
  • LMV (Non TPT) - Rs 200
  • LMV (TPT) - Rs 300
  • Medium Good Vehicle - Rs 400
  • Three wheelers - 1000 INR
  • Medium Passenger Motor Vehicle - Rs 400
  • Heavy Goods Vehicle (Stage Carriers and lorries) - 1500 INR
  • Heavy Passenger Motor Vehicle - Rs 600
  • Imported Motor Vehicle - Rs 800
  • Imported Motor Cycle - Rs 200

Guidelines for application:

  • Apply for permanent registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is
  • If the vehicle has been temporarily registered then apply before the temporary registration expires
  • Confirm whether the registration involves hypothecation in which case refer Hypothecation
  • Confirm the type of registration number (Fancy number/Choice number/General number).
  • Confirm about the usage requirement of HSRP/smart card
  • Pay appropriate fee as specified in Rule 81 of Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card
  • Pay Tax as per Central Motor Vehicle Rules 1989 depending on the choice of registration number and use of HSRP/smart card

  • Valid Vehicle Number , Chassis Number and Mobile Number for OTP
  • Valid details about payment modes like Internet banking, Debit/Credit Card etc details for making payments

Additional documentary evidence for transport vehicle

  1. Vehicle is not covered by any permit issued by any transport authority
  2. Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
  3. Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate
