Apply In-Person:

  1. In order to apply for this scheme, the applicant has to approach the nearest office of the BDO (village panchayat) / circle officer or the designated local authority as appropriate.
  2. Link for contact details link In the page please click on the district website hyperlink for new page. In the given page please select the menu “DIRECTORY > PUBLIC UTILITIES > Municipalities” for contact details and link2 please use the appropriate button for respective contact details and link3 and Panchayat contact link in the given page please select the hyper link against respective state as per requirement for contact details.
  3. Go to the respective office and consult with the designated authority about the application procedure for this scheme. Collect the application form or write on a plain A4 sheet as advised.
  4. Complete the application form. Attach the entire required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority.
  5. After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted.
  6. Authorities will make entries about this application in the manual record or electronically using the computer.
  7. Acknowledgement receipt will be given against the accepted application form. Please collect it and keep it safe for future reference.
  8. This application request will be processed further. Based on village panchayat decision, the district programme coordinator / district collector or the designated authority will issue administrative sanction as per department norms.
  9. One designated worker is deployed for every 15-25 “IHHL’s” (depending upon the geographical spread of the “IHHL’s”) proposed to be taken up in a village panchayat at one time.
  10. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
  11. The designated worker will be responsible for the following:
    • Maintain the nominal muster roll for all the “IHHL’s” in the village panchayat/habitation assigned to him / her.
    • Record attendance for skilled and unskilled labour.
    • Ensure that the construction is at least as per the approved design and will certify to that effect.
  12. Upon completion of assigned “IHHL” to him / her, the designated worker will attest the “Nominal Muster Roll-NMR” for attendance, certify the completion of work done and hand it over to the respective overseer for further processing.
  13. The designated overseer would then proceed to record the measurement / valuation certificate / completion certificate in the space provided for that purpose in the “NMR’s” for all such units and hand it over to the block development officer (village panchayat) or the designated authority.
  14. On getting the “NMR”, the Block Development Officer (Village Panchayat) or the designated authority shall issue the fund release order in duplicate to the Village Panchayat. Once the internal reconciliation and sanction is sought, the amount will be disbursed to the workers on getting proper acquaintance in the space provided for that purpose in “NMR”.
  15. The certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.


To Apply Through CSC

  1. Applicant shall go to the respective “CSC” centre.
  2. Following link can provide you information related to nearest CSC Centres link please fill the prompts using the dropdown list for respective contact details.
  3. On reaching the centre, please consult with the kiosk operator for your requirement.
  4. If the operator issues an application form, then collect it and pay the requisite fee. Please complete the application form.
  5. Now, submit the completed application (if available) along with the documents as per our “Required Documents” section of this page.
  6. The operator will process the application online. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get transaction number as text message on his/her registered mobile number.
  7. Applicant has to make necessary payment as centre operator quotes and don’t forget to take the receipt.
  8. This application will be forwarded to the respective department for further processing.
  9. Applicant will get update about the progress of his/her application through “SMS” in their registered mobile number. Applicants are advised to follow the department guidelines.
  10. Authorities will do physical verification of the construction in different phase as appropriate.
  11. As notified, please revisit the “CSC’ centre to provide the photo (scanned image) of the construction.
  12. The operator will process the online requisite for uploading photograph.
  13. Please follow the department notification. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an “SMS” or as per applicable norms.
  14. Once the department approval is notified, the sanctioned amount will get deposited in instalments on the applicant’s bank account and the certificate will be hand delivered or sent to the address as per deliverable norms or the certificate thus granted shall be obtained from the centre where it was applied.

Apply Online

  1. Please use the following link to reach online portal link
  2. In the given page, please use the “Click Here” button next to “New Applicant” provided on the bottom right corner of the page to get “Applicant Registration” page.
  3. User shall complete the registration prompts as appropriate. Enter the captcha code at the prompted space and click “Register” button at the bottom.
  4. A new page with a message “Your Registration have been successfully done. Your Login ID is “login_id details” will be provided. Please copy the login ID and click “Home” button.
  5. In the home page, please hit “Applicant Get One Time Password” button on the bottom right corner.
  6. User will reach ‘Applicant Get One Time Password” page. Please enter the “Login ID*” at the prompted space and enter your email ID against “Email*”. Enter the captcha in the given space as appropriate and click “Send One Time Password” button.
  7. A message pop-up saying “One Time Password has been sent to registered email/mobile!!” will be provided. Please click “OK” button and then click “Home” button to reach home page. Please make note of the received “OTP”.
  8. In the home page, please enter the login credentials as appropriate on the right part of the screen under “Applicant Login”. Enter the captcha at the prompted space as appropriate and click the “Login” button.
  9. Applicant will reach “Change Password” page. Applicant shall change their password by following the prompts as appropriate and enter the captcha as per the given space and click “Change Password” button.
  10. Applicant will reach a new page. Here, account details will be displayed. Please go through the details and please scroll down to complete the “INDIVIDUAL HOUSEHOLD LATRINE(IHHL) APPLICATION FORM” prompts as appropriate.
  11. Applicant has to complete the “(A) Geographical Particulars”, “(B) Toilet Owner’s Particulars” prompts one by one and upload applicable documents at the prompted space using applicable button.
  12. Once all the mandatory details are filled, please click the checkbox for “I agree to share my Aadhaar details…” declaration and click “Apply” button. A pop-up “Please confirm all the details are filled correctly” will be provided. Please click “OK” button.
  13. A system generated acknowledgement will be provided. Please save this for future reference.
  14. This submitted application will be processed by the respective department authorities.
  15. ”SMS” triggered update on application status will be sent to the applicant’s mobile.
  16. Please follow the department notification and respond accordingly.
  17. There will be a physical verification by the respective competent authorities. Applicant gets notification about the physical verification/inspection in different phases of construction.


To know the status

  1. Applicant shall make use of the application ID which they received in their mobile number after successful submission of online application.
  2. In the home page, please enter the login credentials as appropriate on the right part of the screen under “Applicant Login”. Enter the captcha at the prompted space as appropriate and click the “Login” button.
  3. Applicant will reach dashboard page. Here, please click “Status” menu and choose “IHHL Application” to reach “STATUS OF INDIVIDUAL HOUSEHOLD LATRINE(IHHL) APPLICATION” page.
  4. Please enter the application ID at the prompted space and hit “Search” button at the end.
  5. Respective status page will be provided with “Application Status”, “Constructed Toilet Status” and “Commenced Toilet Status”.
  6. Please click the “Get Current Status” button under “Application Status”. The system will return “APPLIED” status.
  7. Now, please click the “Get Current Status” button under “Constructed Toilet Status”. The system will return “Toilet Photo is not uploaded” status. In the same way, please use the “Get Current Status” button under “Commenced Toilet Status”. The system will return “Toilet Photo is not uploaded” status.
  8. Now, use the “Apply” menu and choose “Constructed Toilet Photograph Upload” option.
  9. In the given page, please enter the application ID at the prompted space and hit “Search” button at the end to get details. In the details provided tabular column, please click “Upload Photo” button.
  10. Applicant will get a set of prompts. Please use the “Choose File” button next to “Photograph of Constructed Toilet*” to upload the photograph of the constructed toilet.
  11. Once the photo is uploaded, please use the “Click here to Select Latitude Longitude” option to select the location on the map. Finally, click “Submit” button at the bottom. Please follow the on-screen information.
  12. Applicant shall wait for the notification. There will be physical verification/inspection of the construction.
  13. Once the department approval is notified, the sanctioned amount will get deposited in instalments on the applicant’s bank account and the certificate will be hand delivered or sent to the address as per deliverable norms.


Note:
  • Copies of the “NMR” (after obtaining acquaintance for payment to the workers) should be maintained in block office, separately, in both “NBA” and “MGNREGS” sections.
  • Applicant has to bring original documents to the applying office while applying for cross verification purpose and scanning if required.
  • Without cross signature on photograph and signature on undertaking, the application will be rejected.

EligibilityEdit

  • Applicant should be a citizen of India.
  • Applicant should be a permanent resident of the respective State.
  • If the applicant is from the “Above Poverty Line” (APL) households restricted to SCs/STs, Small and Marginal farmers, Landless labourers with homestead, Differently Abled and Women headed households, then these categories should be identified by a Committee comprising of Block Development Officer (Village Panchayats), Deputy Block Development Officer (Adi-Dravidar Welfare) and Village Panchayat President concerned and the list prepared by the Committee should be approved by the Grama Sabha for eligibility to apply.
  • All houses constructed under “Indira Awaas Yojana (IAY)” or “Chief Minister’s Solar Powered Green House Programme” or any other central/state housing scheme shall also be eligible for “IHHL” under “Nirmal Bharat Abhiyan (NBA)” and “MGNREGS”.
  • However, the households which have availed the benefit of “IHHL” under TSC/NBA or already have a toilet shall not be eligible for assistance /incentive.
  • Those house owners who has not already built a toilet are not eligible to apply.
  • The families living below the poverty line will be considered eligible under this scheme.
  • If already a recipient of toilet construction grant, then they will not be considered eligible again.
  • The applicant is not eligible if the annual income of the applicant is 1 lakh and above or the amount fixed by the department.


FeesEdit

  • There is no fee requirement for this scheme. However, charges for judicial stamp and other service charges need to be paid as per authorities quote.
  • Please pay the applicable Service Charge, Printing Charge and Scanning Charge as appropriate.

Processing TimeEdit

  • The whole process shall be completed within one month from the date of receipt of the application.

  • The payment is issued in instalments. Every payment shall take 3 to4 working days after the approval.
  • The construction can be completed in fifteen (15) days.
