Need for the DocumentEdit

The education system in Tonga is organised around four basic levels.

These are
i)non-compulsory early childhood education for children aged 35 years,
ii)Primary Education for ages 611 (Classes 1-6),
iii)Secondary Education (1218) and
iv) Post-Secondary Education (ages 18 upwards).

All children between the ages of six and 14 are legally required to attend school until at least six years of education have been completed. Primary education is also free.

Tonga Government provides student loans and allowances to tertiary students who satisfy the funding criteria. Full-time students can claim loans for both fees and living costs while part-time students can only claim training institution fees.

The Tongan Government provides some assistance for non-government schools on two grounds:-.

i)The annual subsidy for non-government high schools is currently $200 per student (based on the previous years enrolment).
ii)A higher subsidy of $1,200 per student is paid to three Catholic schools providing Technical and Vocational Education and Training (TVET).

Australia is the largest aid donor to Tonga and is contributing to improved governance and accountability, stronger economic growth and better service delivery.

A non-refundable means-tested student allowance for living expenses can be claimed by students who are over 24 years old or whose parents have a low income. This criteria has caused anger among student bodies who point out that it excludes many self-sufficient adults from help due to parental income levels, and also that by age 24 most people have completed tertiary education.
