Procedure

Apply In-Person:

1. To apply for getting Petroleum Manufacturing License in person, the applicant has to visit the Department of Mineral Resources and Energy.
2. The address and contact details of the regional offices of the Petroleum Licensing Department can be found in the following document: Link
3. Visit the office of the Petroleum Licensing Department and obtain an Application form for a manufacturing licence: DMRE 40 from the relevant department. Or click here to download: Link
4. Make sure that you have all the documents listed in the “Required documents” section of this page, when you visit the office.
5. Complete the form as required with relevant details under respective sections. After completing the application form, attach the required documents with the completed form.
6. Then, proceed to submit it to the relevant authority at the office in person for further processes. Make the necessary payment as directed.
7. You can also send the application form with the required documents to the Postal address of the relevant Department of Energy regional office.
8. After submission, the completed form and corresponding documents will be put into further verification and validation processes.
9. Once all the processes got completed, the authorities will perform necessary actions for the license issuance process.

Eligibility

• Any person, who wants to manufacture petroleum products, can apply.
• The person applying can be either a South African citizen or a non-citizen.
• A corporate entity or a trust is also eligible to obtain a Petroleum Manufacturing License.

Processing Time

Instructions

• Before proceeding to complete the application form, go through the Petroleum Products Act 120 of 1977 once, which is in the following link: Link

• After submission, the Department will send you a letter stipulating that you must publish a notice of application in four newspapers.

• You must provide proof of the publication of the notice of application to the Department.

• Once you have a licence, you must submit information on your business annually using the Manufacturing licence annual information (Submission form), DMRE 33.

Need for the Document

• If you want to manufacture petroleum products, you must apply to the Department of Mineral Resources and Energy for a manufacturing licence.

• A petroleum manufacturer’s licence allows you to manufacture petroleum products and sell them to any licensed wholesaler or licensed retailer, except for export purposes.
