Apply In-Person:

  1. To Apply for Value Added Network Service (VANS) Licence, the applicant must go to the Independent Communications Authority of South Africa’s (ICASA) office Contact Link
  2. The application form must be obtained from the authorities at the ICASA office, else the application form can be downloaded from the website linked here Application Form Link
  3. Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
  4. The application form must be filled with all the necessary details, and along with the required documents, it must be submitted to the respective officer in the ICASA department.
  5. The authorities will verify the application and the documents submitted by the applicant.
  6. Then the application will be forwarded to other officials for analysing the business plan.
  7. After verification, if all the details are legitimate then the VANS License will be will be approved by the ICASA.
  8. The complete fee details for the license application are given in the “Fees” section of this page.
  9. The processing time to get the VANS License will be intimated to the applicant at the ICASA office.

  • Shareholders agreement, Application for conversion from company to CC.
  • Certificate of incorporation, Memorandum of association.
  • Certificate of incorporation for Section 21 Company.

  • Business plan, including projection of the market size and target market for the proposed VANS for the first year of operation.
  • A description of all technical aspects of the network including but not limited to, network diagram, points of presence and the identification of telecommunication facilities provided by PSTS operators.

  • A certified copy of the type-approval certificate issued by the Authority in respect of any telecommunications equipment to be connected to an PSTN Operator.

EligibilityEdit

The applicant must be a South African citizen and in the case of a juristic person, they must be duly established in terms of South African law.

FeesEdit

  • Value Added Network Services (VANS) Application Fee – R5000
  • Private Telecommunication Network (PTN) Fee – R5000


ValidityEdit

  • The VANS license is valid for one year.
  • The license must be renewed annually by paying an annual variable licence fee in an amount equal to 0.1% of the license fee income.

Need for the DocumentEdit

As per the Tele-Communications Authority Act of South Africa, it is a necessity to get the approval and license to start any of the “value added services”, such as electronic data interchange, electronic mail, protocol conversion, access to a database or a managed data network service that benefits the customer.
