Apply In-Person:
- To Apply for Registration of Learnership and Learnerships Agreement, the applicant (SETA) must go to the National Skills Authority (NSA) Office in South Africa. Contact Link
- The application form “Annexure A – Learnership Registration” must be obtained from the authorities at the NSA office.
- Make sure that you have all the documents that are mentioned in the “Required Documents” section of this page.
- The application form must be filled with necessary details, and along with the required documents, it should be submitted to the Director- General of the Labour Department.
- The DG will issue the registration certificate to the SETA and then will allocate a learnership code to the SETA.
- Later, the SETA have to submit the written application to DG to amend the terms and conditions of the Learnership registration.
- After amending the terms, the DG must amend the Learnership Registration Certificate again, or else need to issue a new “Learnership Registration Certificate” to the applicant. (SETA)
- Now, the application form “Annexure – B Learnership Agreement” must be obtained from the authorities at the NSA office.
- The Learnership Agreement is between the SETA and the learner.
- Therefore, the agreement application must be initiated by the SETA and must be signed by all parties of the SETA along with the learner.
- The learnership agreement must be filled with all the necessary details and must be signed by the learner, Parent/Guardian of the learner, Employer, and Training Provider.
- If the SETA wish to not sign “Learnership Agreement”, then it must be given as a written notice to both the DG and the parties of SETA.
- There is no fee for the “Learnership Registration” process.
- The approximate processing time to issue the “Learnership Registration Certificate” will take between 6 months to a year.

- A SETA intending to register an intended learnership is eligible to apply for the Learnership Registration Certificate.
- The SETA along with the parties of the SETA are eligible to create “Learnership Agreement" application.
FeesEdit
- There is no fee for the “Learnership Registration” and “Learnership Agreement” process.
ValidityEdit
- The Learnership Registration validity will be mentioned in the Registration Certificate issued to the SETA.
- The Learnership agreement signed by the learner and the SETA/Parties is valid for the time period of the learnership.
