Apply Online:
- To Apply for Pre-Application Consultation Permit or License, the applicant must visit the Development Application Management System’s (DAMS) official website. Cape Town e-Services Link
- The applicant should login using the “Username and Password” for the e-Services account.
- If the applicant is a “New User,” then must register them using the option “Register here”.
- The necessary details must be entered on the registration page, and the applicant must select “submit” option.
- The registration confirmation will be sent to the applicant’s mail ID within 48 hours of submitting the application.
- The new account will be created, and now the applicant should again login using the newly created “Username and Password” Link
- After logging in, the applicant needs to submit the respective application, and before finalising the submission, the applicant will be given an option to select the “Pre-Consultation” option, and it must be selected.
- After submitting the request, the application will be verified by the Management department, and if the application needs “Pre-Application Consultation”, then the applicant will be intimated to meet the respective officials at the district planning department.
- If the verifying officer feels that the application does not need the “Pre- Application Consultation “, then the application will be sent for further re-view.
- There is no separate fee for “Pre-Application Consultation” application.
- The processing time will be intimated to the applicant after submitting the application.

- At present Pre-Application Consultation are considered for applications such as:
- Rezoning of land currently zoned Open Space (OS 1 – 3); Agricultural (AG) and Rural (RU).
- Rezoning from any zone to or from General Residential (GR 4 – 6); General Business (GB 4 – 7) Mixed-Use (MU3); General Industry (GI 2); Risk Industry (RI).
- Amendment, suspension, or deletion of a restrictive condition.
- Any development outside the approved urban edge.
- Proposal not complying with the Municipal Spatial Development Framework, relevant District Plan, Structure Plan listed in Schedule 1 and 2 of the Municipal Planning By-Law, 2015 or any valid 4 (6) or 4 (10) structure plan approved in terms of the Land Use Planning Ordinance, 1985.
- Rezoning, subdivision, or site development plan application involving the development of an area exceeding 1 hectare. (area refers to the physical development area, not the size of the erf)
- Where a site development plan application is required for commercial developments exceeding a floor area of 1000m² or industrial developments exceeding a floor area of 5000m².
