Procedure

Apply Online

1. To obtain a Toxic Industrial Waste Collector Licence, the applicant has to make the application in GoBusiness licensing portal link
2. Enter a search “Toxic Industrial Waste (TIW) Collector's Licence” then click on "Add to selection"> click on "Review and Apply" and then click the "Proceed" button.
3. The applicant can also search by clicking the “Government Agencies” and selecting “National Environment Agency” NEA and choosing the appropriate service.
4. The applicant to log in with their Singpass Id number and password .

   Note: If the applicant does not have an account, they can register by clicking on register for singpass, and read the information marked 1 and 2 and agree to the terms and conditions, and click on register now, and in the next page the applicant has to enter their personal information and submit. Then they will be issued the Sing Pass ID number and password.

5. The applicant has to necessary information and submits the required document that is mentioned in the “Required Documents” section of this page.
6. After submitting the documents review the application and click submit.
7. After the successful submission, the authority sends out a letter reply to the applicant within 5 working days of receipt of the application. If the application is incomplete, the applicant will be informed to furnish the pending documents/information within 2 weeks.
8. After successful submission of Book pre-licensing inspection, make an appointment for inspection to Licensing & Environmental Assessment Department (contact link of the office given in the “Office Locations & Contacts” section of this page.
9. The authorized officer will inspect the place. Upon full compliance with licensing requirements and submission of required documents, the authority will approve the application. You will receive a notification via email and GoBusiness within 3 - 7working days.
10. The applicant has to make a payment of $285.00 via credit or debit card.
11. The National environment agency will post the hardcopy licenses within 7 working days upon successful payment.

Eligibility

• Any company who wishes to collect, treat, and/or dispose of toxic industrial waste controlled under the Environmental Public Health (Toxic Industrial Waste) Regulations has to apply for this license.

Fees

• The fee to obtain a Toxic industrial waste license is S$285.00

Validity

• The validity of the license is one year.

Instructions

License for the collection of toxic industrial waste will be issued on the condition that;

• The toxic waste treatment, storage, and disposal facility owned by the collector is located in a suitable industrial area outside water catchment;
• The types and quantities of toxic wastes are commensurate with the treatment process and disposal facilities;
• Adequate measures such as containment areas, leak detection, and warning devices, proper emergency action plans, neutralizing agents, handling gear, absorbent material, etc are provided to prevent and mitigate any accidental release of the toxic wastes;
• Incinerator complies with NEA's Guidelines for a Special Waste Incinerator.

Need for the Document

The Environmental Public Health (Toxic Industrial Waste) Regulations require all authorized toxic waste collectors to be licensed. The license for the collection of toxic waste will be issued on condition that;

• The toxic waste treatment, storage, and disposal facility owned by the collector is in a suitable industrial area outside the water catchment
• The types and quantities of toxic wastes are commensurate with the treatment processes and disposal facilities
• Adequate measures such as containment areas, leak detection, and warning devices, proper emergency action plans, neutralizing agents, handling gear, absorbent material, etc. are provided to prevent and mitigate any accidental release of the toxic wastes
