Under the National Registration Act, you must report a change of address within 28 days of moving. Participating government agencies and statutory boards will then be informed of your new address through the One-Stop Change of Address Reporting Service
Apply Online
- The applicant should login to the ICA E- Service link through the Sing pass app app link and select your preferred language.
- The applicant can apply for others (e.g. family members) in the same application, if they are residing with the applicant.
- Enter the details that are necessary and ensure that the information that are provided in the application is correct before submitting.
- The application will receive ICA’s post, containing a 6-digit PIN, at your new residential address. For local addresses, the applicant should receive ICA’s mail within 3-5 working days. For overseas addresses, international delivery time is dependent on the postal service of the country.
- After receiving ICA’s PIN post continue the application at the e- service on the page showing the application status, and click on “Verify PIN” and enter 6-digit PIN.
- Once the pin is verified, the applicant’s new address will be updated immediately in the ICA’s records.
- The Participating government agencies and statutory boards will be informed of your new address through the One-Stop Change of Address Reporting Service (OSCARS) within 1 working day.
- The applicant will receive a sticker that bears new address by post.
- The fee is free of cost to register change of address.

- Credit card or bank statement
- Insurance bill, statement or letter
- Service and conservancy bill from town council
- Service and conservancy bill from town council
- Tenancy agreement for residence
- Utilities bill from Singapore Power
Date of issue of documents should be with the last 12 months
- Bill or letter from LTA (e.g. road tax)
- Bill, statement or letter from IRAS (e.g. income tax or property tax)
- Statement or letter from CPF
