Apply Online

1. To Include Joint-Operator for Tenancy of Hawker Stall (Online), the applicant has to make the application in National Environment Agency e- service portal or tap the following link
2. The applicant needs to login with their Singpass Id number and password.

   Note:
   If you do not have an account you can register by clicking on register for singpass, read the information marked 1 and 2 and agree to the terms and condition and click on register now, no the next page entry your personal information and submit. You will be issued with you Sing Pass ID number and password.

3. The applicant has to necessary information and submit the required document that are mentioned in “Required Documents” section of this page.
4. After submitting the documents review the application and click submit.
5. Review the application, click the declaration and submit the application form.
6. The applicant has to pay the prescribed fee of $12 for each application.
7. The authority will review the application and contact the applicant via email or SMS.
8. The minimum processing time for Include Joint-Operator for Tenancy of Hawker Stall (Online), application 4-6 weeks.

Eligibility

• The proposed joint-operator must be a Singapore citizen or permanent resident of 21 years of age and above.
• The proposed joint-operator must not be an undischarged bankrupt.
• The proposed joint-operator must not be blacklisted or debarred from operating a hawker stall.
• The proposed joint-operator must not be debarred from holding a hawker licence or from tendering for all lines of business.He must not be a former licensee whose licence was revoked by the National Environment Agency (NEA) or a formerassistant/nominee who was de-registered by the NEA.
• The proposed joint-operator must not be an existing tenant and he/she can only be a joint operator for a maximum of 2stalls in NEA managed hawker centre (including the stall he/she is applying for). Time of operations by joint-operator mustnot coincide for the 2 stalls.

Fees

• Fee for this procedure has to be paid as per the authority request.

Validity

• The validity is for one year.

Instructions

• The stallholder and the joint-operator are each required to personally operate the stall for at least half a day (i.e. at least 4hours per business day per person).
• The proposed operation hours for the stallholder and joint-operator must not overlap with each other.
• The period of joint-operation must not exceed the last day of expiry of the existing Tenancy Agreement.
• The stallholder is required to pay monthly rent, other fees and charges (payable to NEA) through GIRO. He / She shallalso be responsible to ensure the rent and any other fees for the stall must be fully paid at all times.
• It is the duty and responsibility of the stallholder to de-register the joint-operator if the said joint-operator is no longereligible to operate the stall or for any other reasons.

Need for the Document

• Stallholders not on subsidised rent may include a joint operator for their stall. This would help to cater to the needs of the patrons, and at the same time improve the vibrancy of the hawker centre.
