Procedure

Under the National Registration Act, you must report a change of address within 28 days of moving. Participating government agencies and statutory boards will then be informed of your new address through the One-Stop Change of Address Reporting Service

Apply Online

1. The applicant should login to the ICA E- Service link through the Sing pass app linkand select your preferred language.
2. The applicant can apply for others (e.g. family members) in the same application, if they are residing with the applicant.
3. Enter the details that are necessary and ensure that the information that are provided in the application is correct before submitting.
4. The application will receive ICA’s post, containing a 6-digit PIN, at your new residential address. For local addresses, the applicant should receive ICA’s mail within 3-5 working days. For overseas addresses, international delivery time is dependent on the postal service of the country.
5. After receiving ICA’s PIN post continue the application at the e- service on the page showing the application status, and click on “Verify PIN” and enter 6-digit PIN.
6. Once the pin is verified, the applicant’s new address will be updated immediately in the ICA’s records.
7. The Participating government agencies and statutory boards will be informed of your new address through the One-Stop Change of Address Reporting Service (OSCARS) within 1 working day.
8. The applicant will receive a sticker that bears new address by post.
9. The fee is free of cost to register change of address.

• Proof of new resident documents.

Note: Documents dated no later than 3 months ago:

• Phone/Internet bill
• Service and conservancy bill from your Town Council
• Utilities bill
• Cable TV bill
• Credit card/Bank statement
• Insurance bill/statement/letter
• Tenancy agreement for residence
• HDB bill/statement/letter

• You can also use these documents if they were issued less than a year ago:

• CPF statement/letter
• LTA bill/letter (e.g. road tax)
• IRAS bill/statement/letter (e.g. income tax, property tax, etc.)

Instructions

Update Residential Address

• For individual property owners, IRAS sends the property tax bills/notices/correspondences to the residential mailing address stated in the property owner's identity card.
• When you relocate, update your identity card.
• Once the address is updated, IRAS will automatically send bills/notices/correspondences to the new address.
• You do not have to notify IRAS separately. once you have updated yours identify card at the Police Post.

Update Company Address

• For corporate property owners, IRAS sends the property tax bill/notice/correspondence to the registered office address stated in the Accounting.
• Corporate Regulatory Authority (ACRA) record.
• When companies relocate, they must update ACRA.
• Once the address is updated with ACRA, IRAS will automatically send property bills/notices/correspondences to the new address. You do not have to notify IRAS separately once you have updated update ACRA.
