Apply In-Person
- To apply for temporary vehicle registration in Sikkim, the applicant has to approach the RTO office of the area.
- Information related to the RTO offices and registering authority can be obtained from the “Office and Location” Section of this page.
- The application shall be made in application Form No. 20, to the RTO
- The application Form No. 20 can be downloaded through following link: Form No. 20
- The form has to be submitted to the authority under whose jurisdiction the registration of the vehicle falls.
- The form can also be submitted to the dealer who deals in the sale of new motor vehicles provided he or she is registered by the Transport Commissioner.
- Sale certificate in form-21: form-21
- Form 22 issued by Dealer: Certificate of compliance with pollution standards, safety standards of components, roadworthiness (not downloadable)
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

EligibilityEdit
- Every owner of Motor Vehicle is eligible for temporary registration of his/her vehicle.
FeesEdit
- Fees for Temporary Permits, their renewal and endorsement
- For first three days 360.00
- After first three days, till end of week 360.00
- After first week, for next week, or part there of 360.00
- Change of vehicle type as specified in the permit 220.00

ValidityEdit
- Temporary Registration certificate is valid for 30 days, you can get an extension but you will have to get the permanent registration done as soon as possible.

- For temporary registration
- Apply for temporary registration of a motor vehicle in Form 20 to the Registering Authority in whose jurisdiction the vehicle is or to the dealer dealing in the sale of New Motor Vehicles Recognised by the Transport Commissioner
- Provide copies of Sale Certificate, Insurance Certificate and Road worthiness Certificate
- Pay tax and fee as specified in Central Motor Vehicle Rules 1989 for temporary registration
- For extension of temporary registration
- You can apply for the extension of the period of temporary registration to the Registering Authority by specifying the reason and period up to which the extension is required.
- You can apply for the extension of the temporary registration for maximum two times.
- In case you have already applied for extension once and are again applying for extension, you will have to pay the penalty as per Central Motor Vehicle Rules 1989.

- Valid Vehicle Number , Chassis Number and Mobile Number for OTP
- Valid details about payment modes like Internet banking, Debit/Credit Card etc details for making payments
- Additional documentary evidence for transport vehicle
- Vehicle is not covered by any permit issued by any transport authority
- Sum of money agreed upon to be paid by the holder of the permit, if any, is not pending recovery
- Evidence of payment of tax on passengers and goods under any law for the time being in force up to the date of application for no objection certificate
Need for the DocumentEdit
- A temporary registration number is assigned by the dealership from which the vehicle is purchased which serves the purpose when the vehicle is brand new and is yet to be permanently registered. This unique number is normally valid for a period of maximum one month, in which the vehicle should be registered by the concerned Regional Transport Office (RTO) authority.

- To register a new, private, non-commercial vehicle, you need to apply in the prescribed form (either available online or with the concerned local authorities) to the RTO (Regional Transport Officer)/Transport Department of the area of your residence. You will be required to produce the sale certificate issued by the vehicle dealer, the road-worthiness certificate issued by the manufacturer, an attested copy of a valid vehicle insurance policy, documents as proof of address, a print of the chassis number and such other papers as may be needed. In addition, you will be asked to submit one-time road tax and the required registration fee. The vehicle will be physically inspected by the Inspecting Authority and a unique Registration Mark assigned to the vehicle for display thereon.

- Two smoke Testing Units. one in Gangtok and one in Jorethang have already been operationalised to ensure pollution control and conservation of the environment. At the time of fitness check of every vehicle, smoke test has been made mandatory. failing which no fitness certificate is being issued to the vehicles and of surprise checks even at the time by Motor Vehicles officials, Pollution Under Control (P.U.C) certificate is demanded by the checking officials and defaulters are fined. Thus a strict check is being maintained and compliance ensured.
