Procedure

Apply In-Person

1. Obtain the purchase agreement of the land between you and the willing seller and visit the district land office to have them notarized by the district land centre director. Note that it is important to sign the purchase agreement in the presence of a notary officer and if you are being represent by a third party, they must submit a notarised power of attorney
2. Visit the Bank of Kigali or any of its branches to pay the title transfer fee and obtain the payment receipt
3. Write an application letter addressed to the district mayor requesting land title transfer and attach all the required documents to it
4. Visit the Rwanda Natural Resources Authority office, office of the registrar of land titles to submit you complete request ( Ownership title transfer documents) to the officer responsible to the district where the land is located
5. The official will assess your application and approve your request then a modified ownership title and a modified deed plan will be processed at issued to you or your legal representative

Fees

• RWF 20,000 for title transfer fees

Instructions

• At the National Land Centre, there is a designated staff to work on each of the three districts of Kigali. You must collect the land title from the staff responsible for the district where the property in question is located.
