Notarise the purchase agreement documents by:
- Visiting the land office in your region, and submit the agreement to the notary officer for notarisation
- The officer will verify your documents and if in order you will be requested to pay the notary fees
- Visit the Bank of Kigali to pay the notary fees and submit the payment receipt to the notary office
- The documents will be notarised and issued you
With the Notarised documents, proceed to obtain the transfer certificate of the provisional land ownership by:
- Visiting the district office in your district; the cell unit to request signature on the certificate of provisional land ownership form by submitting the required documents i.e. (a). Form for provisional land ownership (original), duly filled and signed by three witnesses (b). Notarized purchase agreement (c). Identification documents NOTE: The witnesses that sign the certificate of provisional land ownership certificate must be neighbours that know the property in question well but not necessarily share the borders. Then certificate of provisional land ownership will be celled, signed and stamped by the responsible officer and issued to you
- Go to the Sector unit in the district office to submit the Certificate of provisional land ownership to the sector for verification and signature attaching the temporary certificate for systematic land registration and a copy of your identification documents
- After verification is complete, you will be given the sector's bank account number in order to pay transfer fees.
- Visit the Bank of Kigali or any of its branches and deposit the transfer fee to the sectors account and obtain the bank deposited slip
- Then go to the sector office, submit the payment receipt and you will be issued your complete Certificate of provisional land ownership
