ProcedureEdit

  1. Gather all necessary documents needed in the procedure.
  2. Go on line and book an appointment with the proper authority to submit your documents.
  3. Provide all information needed to fill in the form.
  4. Wait for the system to give a you a reply regarding your request. If successful, the service system will give you a positive response, and government agencies will contact you to confirm your request. In case your application is denied, you will be informed of the reasons.
  5. For those who received a positive response, submit your completed application form along with all other required documents.
  6. Pay the passport fee.
  7. For approved applications, a new passport will be issued while those whose request were denied, a notification of refusal will be issued.
  8. The new passport will only be issued by the authorized officer after the applicant has affixed his signature on the document. For those under the age of 14, space for the owner's signature will be stamped blank by the authorized officer.

Required DocumentsEdit

  • Passport of the Russian Federation:
    • For Russian citizens residing in the territory of the Russian Federation - Russian Federation passport, identity card of the citizen of the Russian Federation on the territory of the Russian Federation (internal passport).
    • For Russian citizens residing outside the territory of the Russian Federation - a passport, identity card of the citizen of the Russian Federation outside the Russian Federation.
  • Documents that will support the applicants reason to obtain a passport urgently:
    • health authority letter attesting to the necessity of urgent trip to treatment outside the territory of the Russian Federation
    • letter issued by a foreign medical organization about the need for emergency treatment of the applicant (a medical report by the patient's/applicant's doctor in Russia must also be submitted)
    • telegraphic message received from outside the territory of the Russian Federation and certified in accordance with the laws of the State of residence (stay), confirming the serious illness or death of a close relative or spouse
  • Child's birth certificate: for the applicant minor children under the age of 14 years.
  • Documents certifying the existence of Russian citizenship (for those under 14 years of age)
  • Documents confirming the rights of the legal representative: additional documents must be submitted:
    • a birth certificate
    • certificate of adoption (adoption);
    • court decision on guardianship;
    • act of the local government on the establishment of guardianship;
    • proof of identity and citizenship of the adoptive parent adoptive parents or single.
    • if one of the adoptive parents is a stateless person, - a document that will certify the adopter's stateless status.
  • Previously issued passport
  • Proof of payment of state fees
  • Four photographs of the applicant:
    • It may be in black and white or coloured, size 35 x 45 mm with a clear picture of the person, strictly from the front, without headgear.
    • Use of headgear will only be permitted, if the applicant's religious belief do not allow them to appear in front of outsiders without the headgear. And as long as the headgear do not hide the applicants face.
    • Photos in uniform will not be accepted.
  • Completed application form: Instructions on how to fill out the application form
  • An order or command issued by the armed forces of the Russian Federation or the federal executive authorities.
  • Military ID (for male applicants between the ages of 18 to 27 years, residing in the territory of the Russian Federation):
    • Marked the end of military service by conscription (for past military service or alternative civilian service);
    • Marked "unfit for military service" or "partially fit for military service" (for recognized unfit or partially fit for military service for health reasons);
  • A statement issued by an organization directing the citizen outside the territory of the Russian

The ordinary passport will be valid for a period of 5 years, and it can be used to enter or leave Russia.

Processing TimeEdit

For those who will submit or had submitted their applications in a passport office that services the area where you are registered as a resident, it will take about one month before your new passport may be ready for pick up.

If you will submit or had submitted your application in a passport office that services the are where you are currently staying (you are a resident of a different place), it will take about four months before your new passport may be ready for pick up.

For applicants who have (who had) access to information of special importance or top secret information classified as a state secret in accordance with the Law of the Russian Federation, processing time for the new passport may take about three months before it may be ready for pick up.

In emergency situations like, serious illness or death of a close relative and there is need for the applicant to departure from the Russian Federation as soon as possible - passport may be issued in three working days.

Need for the DocumentEdit

A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.

This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued.

Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.
