Procedure

• The Workforce Department at the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) enables users to obtain and print the "To Whom It May Concern" certificate proving that they are unemployed.

Apply Online

1. To apply for a To Whom It May Concern certificate to prove unemployment the applicant has to visit the Ministry of Administrative Development, Labor & Social Affairs e-services portal to make the application.
2. On the page Search for the online application form on the top lefthand side by typing "To Whom It May Concern" in the box and clicking on the magnifying glass icon.
3. Select the "To Whom It May Concern" online application option by clicking on it.
4. If you do not have an account with the MADLSA e-portal, you have to register for the services using your smart card.
5. This will direct you to the next page where you are to click the "Apply" button to make the application
6. Once logged in; fil in the required information.
7. Enter your QID number and Date of Birth and then click "search" button.
8. The system will query your details to verify that you are unemployed.
9. If the query is successful you will instantly receive your To Whom It May Concern certificate Proving Unemployment
10. You can print the certificate from your MADLSA e-portal.
