Procedure

• The Workforce Department at the Ministry of Administrative Development, Labor and Social Affairs (MADLSA) enables users to obtain and print "To Whom It May Concern" certificate proving that they are employed.
• To Whom It May Concern is an official certificate that states whether the individual works in a government sector or a private sector or if he/she is registered as a job seeker in the Ministry

Apply Online

1. To apply for a To Whom It May Concern certificate to prove employment the applicant has to visit the Ministry of Administrative Development, Labor & Social Affairs e-services portal to make the application. To do this you have to to visit the MADLSA website
2. Once you visit the site , navigate to the “Services” tab and scroll down and click on the “ E-Services & E-forms” link.
3. Here , search for the online application form on the website by searching for "to whom it may concern" on the search box and clicking on the magnifying glass icon.
4. Click on the To Whom In May Concern link to proceed to the next page where you can make the application. Once here, Click on the “ Apply” button to begin the application process.
5. Enter your QID number and Date of Birth and then click search.
6. The system will query your details to verify that you are employed.
7. If the query is successful you will instantly receive your To Whom It May Concern certificate Proving Employment
8. You can print the certificate from your MADLSA e-portal.
9. The certificate is valid for 15 days from the time of issue
10. The application is free of charge.
