Procedure

Apply In-Person:

1. To request permit to add building to existing one (small addition), applicant has to visit the technical affairs department at Ministry of Municipality and Environment (MME) office.

3. Obtain the application form from the respective officer at MME office.
4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
6. Check the application form and then submit it to the development and building permits section of the technical affairs department in the MME office. The address is mentioned in the office locations & contacts section below.
7. Now the authorities will verify your application and validate the submitted documents.
8. After verification process, permit to add building to existing one will be issued.

Apply Online

1. To request permit to add building to existing one (small addition) through online, visit the following link: Online portal
2. After visiting website, please click on “BP System Application” menu at the beginning of the main menu.
3. If you already have an account, please enter your user name, password and verification code then click on “login” button.
4. If you don’t have an account, please visit the nearest MME office and create your new username and password.
5. After successful login, please select the appropriate service. Now complete the form with necessary information then you can upload the required documents mentioned in the required documents section below then click on applicable button.
6. Once you complete this, you will be redirected to a screen in which you can review your information.
7. After reviewing your information, pay the appropriate fees through your debit or credit card.
8. After successful payment, now the authorities will verify your application and validate the submitted documents.
9. After verification process, permit to add building to existing one will be issued.

• Copy of the title deed and ownership scheme.
• Copy of Qatar ID card (For individuals).
• Copy of commercial license (For companies).
• Lease contract for industrial areas (industrial zone contracts).
• Letter from the Housing Administration / Ministry of Administrative Development, Labor and Social Affairs in case the bond is subject to the housing system.
• Allocation letter from the State Property Administration (for government or quasi-governmental projects).
• Letter from the Ministry of Municipality and Environment for farms / Certificate of possession of marine lands.
• Usufruct certificate for land houses.
• Letter of no objection from the owner.
• Certificate bearing for overhead additions.

Eligibility

• Individuals who have valid Qatar ID card are eligible to apply.
• Companies and institutions that have commercial license are eligible to apply.

Fees

• QR 100 Examination of the license application.
• QR 100 for Croquette work.
• Insurance fees (0.05 per 1,000 riyals up to a maximum of 10,000 riyals) according to the building area, which are refunded after issuing the building completion certificate.
• Estimated fee as per Building areas with drawings.

Validity

Explain the time until which the certificate/document is valid.

• To add a building to an existing building, not exceeding 100 square meters.
