Apply In-Person:

  1. To obtain ownership transfer of fishing ship or boat license, applicant has to visit the Fishermen Affairs Department at the Ministry of Municipality and Environment (MME) office.

  3. Application form can be downloaded from the below link: Application form
  4. Now complete the form with necessary information and make sure you have all the documents in hand that are listed under the “Required Documents” section of this page.
  5. After filling the form, attach the documents mentioned in the required documents section below with the completed application form.
  6. Check the application form and then submit it to the respective officer in the fishermen affairs department in the MME office. The address is mentioned in the office locations & contacts section below.
  7. Now the authorities will verify your application and validate the submitted documents.
  8. After the verification process, fishing ship or boat license ownership will be transferred.

  • Copy of QID of current ship or boat owner.
  • Copy of QID of new owner.
  • Approval of MOTC on ownership transfer of fishing ship.
  • Original fishing licenses of all fishermen on the ship.
  • Valid Small Craft Registration Certificate under name of new owner (issued by MOTC).
  • Fish Export Card (if any).

  • Applicant who have original license of current fishing ship or boat is eligible to apply.
  • Applicant who have QID of current ship or boat owner and QID of new owner is eligible to apply.

  • Applicable fees are as follows:
    • Ownership transfer of wooden fishing ship or fishing boat: QR200.
    • Ownership transfer of non-wooden fishing ship: QR500.

  • Applicant shall submit a request to the fishermen affairs department in the Ministry of Municipality and Environment (MME) to obtain ownership transfer of fishing ship or boat license.
  • Both the seller and the buyer shall attend in person to sign the ship assignment form only.
