Procedure

The Qatar Chamber issues certificates of origin for export and re-export goods. This service is open to all citizens and residents of Qatar, and all chamber members.
Apply In-Person

1. To apply for a certificate of origin one has to make an application by visiting the Qatar Chamber Offices.
2. Contact details of the Qatar Chamber can be found on the “Contact Details” section of this page.
3. Here the applicant will be issued with a Register for Certificate Of Origin form to fill and submit. The form can also be downloaded by visiting the Qatar Chamber Qatar Chamber website or through the following link
4. Fill the form appropriately.
5. Attach the required documents when submitting the request form. A list of the required documents can be found on the “Required Documents” section of this page.
6. Pay the required fees using a credit or debit card and attach the acknowledgement receipt to the request form for submission.
7. After submission the application will then be examined by the administration to verify its authenticity.
8. If everything is in order, the request will be approved and the certificate will be delivered to the concerned party once it's ready.

Apply Online

1. To apply for a Certificate Of Origin (COO )online, the first step is to visit the Qatar chamber website
2. On the home page click on the drop button on the “E-Services” icon an select “Certificate of Origin Online”
3. This will take you to the next page where you can get more information on Applying for the COO application.
4. Click on the “How to apply COO online” tab and download the application form by clicking on the Download the application Form link at the end of the instructions.
5. Fill in the required information and signature of the owner of the company/organization, and then SCAN and SEND the document to the Chamber using the following email address: [email protected]
6. Upon receiving the email, the chamber will send a message on the mobile phone to the owner of the company, which will contain the password which enables the access and use of the online application system.
7. After obtaining the passcode, access the system by clicking on the “Login to apply COO tab” and clicking on the “Login to apply COO icon
8. Enter the passcode and then follow the steps to receive the service.
9. Be sure to read the issuance of certificates of origin in the beginning, as well as the requirements assigned to each model of certificates models to fill in the details correctly
10. Comply with the provisions and rules of origin for each model of certificates models, and upload the required documents to the system. A list of the required documents can be found on the “Documents Required” tab of the page.
11. Once you are done submit your application.
12. After submission the application will then be examined by the administration to verify its authenticity.
13. If everything is in order, the request will be approved.
14. You should expect an answer to your request within 24 hours from the time of submission

Required Documents

• Depending on the type of goods, the chamber may require the following document(s) in order to issue a certificate of origin:

1. To issue a certificate of origin to export and re-export national products is required to provide commercial invoice including the following data:

1. Invoice number and date
2. The consignee and his address
3. Method of transport (land – air-sea)
4. Specifications of exported goods
5. Total and net weight
6. Number and type of parcels
7. Country of origin
8. Goods value
9. Company seal and signature of the authorized signatory.

2. Important notes for a certificate of origin to export national products:

1. Exporting industrial products: it is required to provide a letter from the Industrial Development Department at the Ministry of Energy & Industry defining the products produced by the company and the percentage of local added value achieved.
2. Exporting fresh fish, the following must be considered:
3. License for fishing vessel issued by Fish Resources Department at the Ministry of Municipal Affairs & Agriculture.
4. Fish exporting card issued by Fish Resources Department at the Ministry of Municipal Affairs & Agriculture.
5. Exporting livestock: it is required to provide a veterinary health certificate issued by the Animal Health Department at the Ministry of Municipal Affairs & Agriculture.

3. Certificate of origin for re-exporting:

1. Upon re-exporting vehicles: copies of export certificates issued by Traffic Department should be attached with the invoice if the vehicles are registered; otherwise a letter of guarantee that the vehicles are not registered with the Traffic Department, to be attached with the invoice or this is to be mentioned in the invoice of export.
2. For exporting raw iron (scrape): it is required to obtain approval of Qatar Steel Company.
3. For exporting used papers and carton wastes: It is required to obtain approval of the Industrial Development Department (Unless the firm has industrial license including carton pressing activity.)
4. For re-exporting livestock: it is required to obtain a veterinary health certificate from the Animal Health Department at the Ministry of Municipal Affairs & Agriculture.
5. For re-exporting vessels and boats: a deletion certificate to be attached.
6. For re-exporting transit cargos: a copy of customs statement issued by the Customs Department to be attached.
7. In all cases: available supporting documents that prove the country of origin to be attached.

4. Certificate of origin for personal purposes

1. Provide a list of personal properties, showing its specifications and the number of parcels, country of origin and name of the owner and the terminal country and the means of shipping and owner signature on the subjects list.
2. Enclosing with the list, a no objection letter for shipping the subjects issued by the employer of the consignor if he is resident in the State.
3. Enclosing a copy of the owner’s ID and a copy of company/establishment ID.
4. For exporting personal vehicles, it is required to provide an export certificate issued by the Traffic Department.

• A fee of QR50 applies for each certificate.
• Each additional original copy costs QR50, while simple copies cost QR10.
