Procedure

Apply In-Person:
Allocation of Government Land

1. To apply for the land allocation of telecommunication towers, you should visit the Ministry of Municipality and Environment (MME) office in your region, please view the contact details and location maps of the municipalities through this link: Link
2. Write a formal request addressed to the Director of Infrastructure Planning Department (IPD) of the Ministry of Municipality and Environment (MME).
3. Prepare the required documents for the request of the allocation of the government land for the telecommunication tower in the required format mentioned in the “Required Documents” Section below
4. Submit the complete application to the IPD-MME office for assessment and approval
5. Then the IPD will look for available public lands within 200 to 300 meters from the coordinates you have provided
6. Your request will then be analysed to determine if it meets the land utilization and other planning constrains. The IPD will coordinate with other utility providers to establish that the land meets all the required standards
7. Upon a successful assessment, the land will be given a pin number and allocated you
8. The IDP will send you an allocation letter stating all conditions that may be on the approval certificate
   
   

Allocation of Private Land

1. To apply for the land allocation of telecommunication towers, you should visit the Ministry of Municipality and Environment (MME) office in your region, please view the contact details and location maps of the municipalities through this link: Link
2. Write a formal request addressed to the Director of Infrastructure Planning Department (IPD) of the Ministry of Municipality and Environment (MME).
3. Prepare the required documents for the request of the allocation of the private land for the telecommunication tower in the required format mentioned in the “Required Documents” Section below
4. Submit the complete application to the IPD-MME office for assessment and approval
5. Upon receiving the application, the MME-IPD will confirm that there are no suitable government land available within a radius of 250 meters from the requested site. Note that if an alternative site is available the request is shifted to the identified public land by the ministry
6. After ensuring that there are no government land available for the allocation and the application meets all the standard requirements, the MME will advise the Municipality to proceed with the issuance of the necessary Building Permit to you
7. The IDP will send you an allocation letter stating all condition that may be on the approval certificate.
   

Note: in both cases, if the site is rejected, you will be required to modify its request to mitigate the reasons behind such rejection.

Instructions

• You should not locate the tower on major intersections, unless it is required for the network planning. It is recommended that the towers be located along secondary roads.
• Try to avoid locating a tower next to places visited by the general public such as, but not limited to, protected areas, gardens, parks, playgrounds, historical and cultural monuments, schools, hospitals and child care
