Procedure

Apply Online

1. Visit the Ministry of Communication and Transport (MOCT) via this link to submit your application online: Link
2. Under Big Vessels, scroll to find and select “Issuing a certificate of safety insurance” you can view the details of the application or Click on “Apply” hyperlink to direct you to the login page
3. Click on “login” option to use the nation authentication system to access your account if you are a registered user
4. Use your smart card to login or key in your username and password to login if you already have an account and if you don’t have an account, click on “Create new account” to register.
5. In the registration page, choose to register as “Qatari citizens and residents” or “Visitors and business representatives” under account type and click on “Continue” to go to the personal information page
6. Fill the all the required information and proceed to the password page enter a strong matching password and press “Continue” to complete the registration.
7. Go to your email account as instructed and authenticate your account then Login
8. Once in the account, enter the required data and attach copies of the required document and then submit
9. Pay the application fee using the online platform
10. Upon a successful payment and submission of your application, you will receive an acknowledgment receipt of the application form the Ministry
11. Then the application will be processed and you will be sent a copy of the certificate to your email account
