ProcedureEdit

  • Citizens may submit a request to the Protection and Wildlife Department at the Ministry of Municipality and Environment (MME) to obtain permits for camping on land or sea, provided that they follow the terms and safety measures of camping.
  • This follows the announcement on the start of registration for the winter camping season on MME website.

Apply In-Person

  1. An applicant can make an application to the Ministry of Municipality and Environment for a camping permit. This is usually made after the announcement of the start of the winter camping season by Ministry of Municipality and Environment (MME).
  2. This can be done by visiting any government service centre or any of the places specified by [1] for registration.
  3. Once you visit the registration office, please provide all required documents and information for registration and camp reservation.
    • The camp registration process begins by registering your personal data and matching it with a registered mobile phone number with the same personal number entered
    • Give information on the type of camp you wish to set up (land or sea), and the area where you wish to reserve for the camp.
  4. After making sure of the validity of the registration data, the area in which to camp is chosen and the camp is booked
  5. Upon completion of the camp reservation, You will be asked to make an insurance payment, which must be made within 3 days from the date of booking
    • Insurance fees are paid online or via a banking card at a government services complex or the customer service offices of the municipalities.
    • If the insurance fees are not paid within three days of approval, the applicant is deemed cancelled, and re-registration is required.
  6. Upon successful completion of the payment process, you will receive a text message or email confirming the success of the transaction and containing the payment receipt.
    • Print the payment receipt.
  7. Submit the receipt along with the required documents to complete the issuance of the camping permit.
  8. The required documents are mentioned in the “Required Documents” section of this page.
  9. Once the documents are submitted the MME officials will verify your application and if everything is in order they will issue the camping permit.
  10. The applicant will also be issued with a camp sign which has to be displayed all through the camping period.



Apply Online

  1. One can apply for a camping permit through the Ministry of Municipality and Environment’s Winter Camping Reservation System
  2. This can be done by visiting the Ministry of Municipality and Environment’s Website to make the application. Once you are in the home page click on the E-Services tab, to access the list of e-services provided by the MME.
  3. Navigate to the “Camp Request” icon at the bottom of the page and click on it. This will direct you to the Winter Camping Reservation System.
  4. Once here, click on the “Enter camping system” button to proceed to the “Reservation” Option page.
  5. Once on the page , Click on “Camp Reservation” button to make the reservation.
  6. This will take you to the registration page where you have to register yourself in the “Camping reservation system ”. One needs to have a Qatari ID and mobile number to register into the system.
    • Enter the required information which includes the ID number, Mobile number, and the “Capcha”. Click on the “Confirm letters on the Image” button to proceed with the registration.
  7. Once logged in ,select the camp type (land or sea), and select the area where you wish to camp then press “Enter” button.
  8. On the next page , proceed to pay appropriate fees online, then print the camp sign and the receipt to finish the reservation.
    • The printed camp sign has to be displayed all through the camping period.



Note

  • Insurance fees are redeemed at the end of the camping period and only in the case of no violations.

Camping Instructions
Obligations of the camping licensee

  1. The distances between the tents should not be less than (5 meters).
  2. The lighting inside the camp is of the type (ENERGY SAVER), not tube.
  3. The kitchen shall be isolated from other tents, the gas stove is isolated from the edges of the tent with an insulating material such as gypsum, and the gas cylinder shall be outside the tents.
  4. All electrical connections are in plastic tubes that are buried and fixed and in compliance with safety and security standards.
  5. Providing a dry powder (4 kg) fire extinguisher in the camp, and providing a fire blanket and distributing it at the appropriate places.
  6. It is forbidden to set fire and barbecue directly on the beach floor, and barbecue platforms and tools must be used, and barbecue waste shall be collected and disposed of at the site designated by the Ministry of Municipality and Environment.
  7. Extinguish the fire and embers before going to sleep and before leaving the camp.
  8. It is strictly forbidden to use the fiery parachute game in the camp.
  9. The tents used in the camp are made of materials that are resistant to fire, heat and salt and shall be equipped with the necessary safety and security means.
  10. Provide a first aid kit containing sterile gauze and disinfectants for wounds and ligaments, as well as analgesic medicines for pain or colic and cold, and keep them out of children's reach.
  11. Security precautions must be taken and civil defence instructions followed to prevent site fires

Coastal camping conditions

  1. The applicant must be a Qatari citizen and be at least twenty-five years old.
  2. The licensee must pay the insurance decided in this regard within three days from the date of approval of the application, otherwise, the application will be considered cancelled.
  3. The licensee may not obtain more than one license.
  4. The licensee must place a laminated sign in a visible place with the camp number, provided that their size is not less than (A4). He must also present the license to the specialized inspectors upon request. Compliance with the conditions and licensing controls, and in the event that inspection is not permitted, the competent authority has the right to withdraw the license.
  5. The licensee must abide by the provisions of the relevant laws and ministerial decisions, particularly those related to environmental protection.
  6. The licensee must start building the camp within thirty days from the date of obtaining the camping permit.
  7. The license is personal, and the site may not be rented or assigned, and it is prohibited to use it in other than the licensed activity, or use materials harmful to the environment inside it.
  8. The licensee must maintain public cleanliness, and not harm the land or marine environment, and the camp must be inhabited and not neglected.
  9. The licensee must stay away from government and service facilities and oil and gas pipelines by a distance of no less than (500) meters, or as the competent authority deems appropriate.
  10. The licensee is fully responsible for the camp and for the safety of life and property inside the site, and he must provide a private guard for the camp, and he is not entitled to return to the Ministry in the event of losing any of its belongings.
  11. In the event that the license expires or is withdrawn, the licensee must vacate the site and hand it over in the state it was in within 48 hours.
  12. It is prohibited to dig underground wells to extract water.
  13. The installation and use of amplifiers are prohibited.
  14. Not to fencing the camp with wires and cables, and it is allowed to put screens on 3 sides only.
  15. No digging is permitted, whether in the terrestrial or marine environment, and the trees or plants on the site may not be affected.
  16. No construction work or fixed buildings is permitted on the site, concrete or any concrete materials may not be used, and only washed sand is permitted.
  17. In the event that the licensee violates any of the previous conditions, the competent authority has the right to remove the camp without prior notice, and to take all legal measures against the license holder with deducting the value of damages and removal expenses from the insurance.
  18. It is not permissible to camp in other than the authorized sites, (and it must be away from the beach by a distance to be determined by the competent administration, and camping in the north, south and west of the resort of Sealine is not permitted).
  19. It is forbidden to use sandy dams and dikes to prevent seawater from reaching the camp, and any change to the nature of the site, such as removing stones and rocks on the beach, with the intention of levelling the coastline, is prohibited. It is not permissible to transfer sand from or to the site for the purpose of settling the camp.
  20. The area specified by the competent administrative authority for the camp must be adhered to (30 meters x 30 meters).
  21. A distance must be left between every camp and another, such that it is not less than (20 meters).
  22. It is forbidden to camp above the dunes and be away from it by a distance of 30 meters, and not to be surrounded by a fence.


Wild camping terms

  1. The applicant must be a Qatari citizen and be at least twenty-five years old.

  18. Adherence to the dimensions and distances between the camps, estates, farms and villages within a distance of (250) meters, or as the competent authority deems appropriate.
  19. Not to camp in valleys and meadows, and it must be away from the rawdah by a distance of no less than (50) meters, and it must be on high ground, and cars and bicycles are prohibited from entering the gardens and grass.
  20. It is forbidden to dig the sewers with mechanisms, and manual digging is permitted only with a clear fence to prevent falling, and the site must be returned to the position it was in after the camping period ends, making sure that all works, including water tanks, are lifted.
  21. The permissible (slaughtered or carnivorous) should not exceed (10) sheep and not more than (5) camels, and it is not allowed to disassemble them for grazing.
  22. The area specified by the competent authority for the camp must be adhered to (50 meters x 50 meters).
  23. Not to camp in the valleys, cars and bicycles are prohibited inside the meadows, grass and vegetation areas, and customary methods must be adhered to when the rains fall and not to go outside.
  24. The game of fire parachute (the burning balloon) is prohibited in the camp, and paragliding is prohibited in the camping areas, and it is not permissible to practice it except in the places designated for that.
  25. No excavation work is permitted, whether in the terrestrial or marine environment, and it is not permissible to touch the trees or plants on the site.
