Online Appointment:

  1. The applicant has to make an appointment before vising the office using the following link
  2. The applicant has to enter the following details to make an appointment:
    • Email Address
    • Name
    • Office, Company, Affiliation or Organization Name
    • Company / Business Address

    • Person to visit or transact with
    • Nature or purpose of visit

  3. After entering all the above-mentioned details, the applicant will receive an appointment schedule via email.
  4. On the appointed date the applicant has to visit the office.


Apply In-Person:

  1. To Obtain a Certificate of Compliance (COC) for Marine Retail Outlet (MROs), the applicant has to approach the Philippines Department of Energy nearby offices link
  2. An application form will be provided to the applicant by the concerned officer.
  3. The applicant has to fill in all the necessary details in the application form.
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. The applicant has to pay the prescribed fee as requested by the authority.
  8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
  10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
  11. Once everything is accepted the Authority will provide the certificate.
  12. This entire process can be completed within 15 -20 days or as per the timeline advised by the respective department authority.

  • Filled out and notarized the application form complete with the following information
  • A Notice of Undertaking on liability in case of violations committed by dealer, operator, owner or proprietor (1 copy)
  • Authenticated copy of the valid Supply Agreement or original Supplier’s Certificate from an OIMB-registered distributor/supplier with a validity period (1 copy)
  • Notarized certification that the materials and technology can withstand sea water or corrosive atmosphere and actions of waves issued by the Engineering Procurement Construction Contractor and dealer/owner of the Retail Outlet supported by a copy of valid PRC ID and/or BOSH Certificate (1 copy)
  • Manufacturer’s safety certification on the storage tank (1 copy)
  • List of dispensing pumps/hoses and underground storage tank/s with corresponding capacity/ies per product (1 copy)
  • Scaled layout plan showing the island/dispensing pumps, underground storage tanks, cashier’s booth and other facilities (with measurement) (1 copy)
  • Full/front, right, and left side views of the retail outlet
  • Required stickers/labels for RON, E10 and B2, among others
  • Price display board
  • Safety and informational signs
  • DOE SCC/COC Clearance of No Pending Case (1 copy)
  • Payment of fee

  • Any Entities intending to engage in the business of retailing Liquid Fuels which are constructed near the shoreline and intended exclusively to serve the fuel requirements of marine vessels are eligible to make this application.
