Procedure

Apply In-Person:

1. To Apply for Special Program for the Employment of Students, the applicant has to approach the Department of Labour and Employment offices link

   Note: The applicant to click “Regions” to find nearby offices to them.

2. An application form will be provided to the applicant by the concerned officer. Or the applicant can download the application form from the following link
3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
6. Submit all the documents with the completed form to the concerned officer.
7. The fee for this procedure has to be paid as per the authority request.
8. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
9. All applications are processed within a reasonable time, having regard to the particular circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
10. The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
11. The entire process can be completed within 30 days or as per the timeline advised by the respective department authority.

Required Documents

• Duly accomplished SPES Application Form;
• Copy of Birth Certificate or any document that shows his/her date of birth
• Certification by the School Registrar as to:
  • his/her last enrolment and
  • his/her average passing grade or a copy of the original class card or Form 138
• Copy of the latest Income Tax Return (ITR) of his/her parents or certification issued by BIR that the parents are exempted from payment of tax or Certificate of Indigency issued by the Barangay where the SPES applicant resides; and
• For Out of School Youth (OSY), certificate of good moral character issued by the authorized Barangay Official where the OSY resides.

Eligibility

• Students or out-of-school youth (OSY) at least 15 but not more than 30 years of age
• Combined net income after tax of parents, including his/her own, if any, does not exceed the regional poverty threshold
• Students must have obtained a passing general weighted average (GWA)
• OSY must be certified by the local Social Welfare and Development Office (SWDO) as OSY

Fees

• The Applicant has to pay the prescribed fee as per the authority request.

Validity

Explain the time until which the certificate/document is valid.

Need for the Document

• The Special Program for Employment of Students is DOLE’s youth employment-bridging program which aims to provide temporary employment to poor but deserving students, out-of-school youth, and dependents of displaced or would-be displaced workers during summer and/or Christmas vacation or any time of the year to augment the family’s income to help ensure that beneficiaries are able to pursue their education.
