Apply In-Person:

  1. The license is issued by the following licensing authority, namely
  2. The District Registrar, for their own Registration District and Sub-District.
  3. The Inspector-General of Registration in respect to the entire State.
  4. The application form for the Deed writer’s license i.e., “Form A in Appendix I” can be obtained from your nearest Registrar office.

  7. The filled application should be submitted to the Licensing authority in person or via post with necessary fee receipt.
  8. The complete fee details are mentioned below in the “Fees” section of this page.
  9. The applicant should pass "The Deed Writers' Licensing Test" to get the legal document writer’s license.
  10. “The Deed Writer’s Licensing Test” is conducted by the Inspector-General of Registration.
  11. The prescribed fee should be remitted into the Treasury under the appropriate departmental head.
  12. The receipt challan should also be attached with the application.
  13. The details of the exam will be given by the Inspector General of Registration in the Orissa Gazette.
  14. The registrar can accept or reject the application after checking the eligibility criteria and will intimate the candidate.
  15. If the applicant is eligible, then the document writers license will be approved and issued to the applicant by the respective licensing authority.

The documents required for the document writer application are:

  • High School Passing Certificate
  • Concerned Certificate from the Sub-Registrar (For existing Deed Writer)
  • Copy of the Challan Receipt

EligibilityEdit

To obtain the document writer license,

  • The individual should have passed High School Certificate Exam or its equivalent.
  • The individual should have passed “The Deed Writer’s Licensing Test” conducted by the State Government.
  • If the individual is an existing Deed Writer, they should provide a certificate from the concerned Sub-Registrar.


Exceptions:
With the recommendation from the District Registrar’s, the Inspector General of Registration can grant license exempting the eligibility for,

  • A retired Government Servant with Rs.500 pension per month.



FeesEdit

The fee structure for granting document writer license is:

  • For one Registration sub-district – Rs. 50
  • For one Registration district – Rs. 70
  • For entire State – Rs. 100



ValidityEdit

  • The Document/Deed Writer license provided by the licensing authority is valid for 5 years.
  • After 5 years, the license can be renewed 2 months before the validity period with the renewal application and fees.
  • The renewal application fee is Rs. 100 for all the three-category license.

EXAMINATION - The Deed Writer’s Licensing Test:

  • The applicant should pass "The Deed Writers' Licensing Test" to get the legal document writer’s license.
  • The exam is conducted by the Inspector General of Registration.
  • The fee, time, place, and the language of the examination is notified by the Inspector-General of Registration from time to time in Orissa Gazette.
  • The candidates are tested on:
    • Knowledge of preparing and writing different kinds of documents
    • Knowledge of difference between different kinds of documents on the board basis of definition of each kind of document laid down in the Stamp Act and Transfer of Property Act
    • Knowledge of "kind" and "value" of stamp to be issued in different kinds of documents
    • The calligraphy (Should be legible and understandable)
    • The suitability of a person to work as deed writer.
