Apply In-Person:

  1. To apply for License or Permit for Crude Oil Monitoring Agent in person, the applicant must visit the office of the Department of Petroleum Resources.

  3. Visit the office and obtain an application form to be completed for License or Permit for Crude Oil Monitoring Agent with respect to the requirement from the relevant department.
  4. Complete the application forms with appropriate information under relevant sections. Attest it with your signature once completed.
  5. Once completed filling the application form, make sure that you attached all the documents listed in the “Required Documents” section of this page.
  6. Then, submit it in person to the relevant authority at the office. Make the stipulated payment as directed by the officials.
  7. After submission, the application and other documents will be forwarded for examination and verification processes.
  8. Once the verification and validation processes are over, the application will be approved and the officials will proceed to take required steps to issue the license/permit.
  9. When the license document is ready to be collected, the applicant will receive a notification from the office through email or phone call regarding the collection of the license/permit and the applicant can collect it by any applicable means.

  • Applicants must ensure to provide correct and functional addresses, telephone numbers and e-mail at the time of submission. Any subsequent change must be promptly communicated to: The Director, Department of Petroleum Resources, 7, KofoAbayomi Street, Victoria Island, Lagos.
  • All required documents should be clearly scanned and uploaded to the portal in PDF or JPEG format (documents shall not exceed 4MB). Uploading of zipped documents not allowed.
  • Please note that payment does not guarantee the issuance of a permit. Permits are issued only after applicants have fulfilled all other necessary conditions.

License as a Crude Oil Monitoring Agent is required when an organisational entity wishes to perform the process of Crude Oil Monitoring for export by tanker vessels at offshore terminals.

  • Tank inspection before loading of crude oil from offshore terminals.
  • Compute quantities (statement) of crude oil lifted for export by tanker vessels at offshore terminals.
  • Forward the statement of crude oil lifted to AGM Environment and AGM CS&PP.
  • Commercial Department to compute Oil Terminal Dues & Compulsory Pilotage (OTD/CPR) Bills.
  • Report of any pollution incident and information of the polluters.
  • Records of quantities of ballast water discharged and slops.
