Apply In-Person:
- To apply for Coastal Vessel License in person, the applicant has to visit the office of the Department of Petroleum Resources.
- The address and contact details of DPR can be found in the following contact link
- Visit the office and obtain an application form for Coastal Vessel License from the relevant department.
- Make sure that you have all the documents listed in the “Required Documents” section of this page.
- Complete the application form and attach the documents (as required) with the completed application.
- Then submit the application package to the relevant authority at the office. Pay the required amount of fees as directed by the officials.
- After submission, the submitted applications and attached documents will put forth for verification and validation.
- On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
- An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
- Officers of the DPR will inspect each of the company’s vessels designated for coastal transportation of petroleum products to establish that the vessel is in safe operating condition.
- Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.
Apply online
- To apply for Coastal Vessel License online, the applicant has to visit the CVL portal by clicking the following online application link
- Visit the link and click “Downstream” tab present on your right side and select “CVL” to apply for a license for Coastal Vessel License.
- Then, enter your user credentials in the respective fields on the opening page and click the “Login” button.
- Otherwise, click the “Register” option present above, account creation page will open, enter the details asked for and click the “Next” button.
- Then, enter your email address and password, and then click “Create Account” button.
- After that, you will receive a confirmation email with a link, open your inbox and click “Confirm Email” link and activate your account.
- You will be redirected to the login page in which you can enter your activated account credentials and login.
- After logging in, you will be prompted to update your profile details. Do as instructed and click “Update Profile” button.
- For making a new application, click “New application” option present in the “Application” drop-down at the top.
- Your new application page will get opened, complete the application with required details and click “save & continue” button.
- On the next page, upload the necessary documents by clicking the “Select file” button corresponding to every document and click “continue” button once completed uploading.
- The next page is payments page, go through the fees details and click “Confirm & Continue to Remita” button. Make the payment as applicable to your permit category by following the on-screen instructions and proceed with the consecutive steps.
- On application submission and successful payment, the submitted applications and attached documents will put forth for verification and validation.

EligibilityEdit
- Any Nigerian Gas and Oil organization, that wishes use Coastal Vessels for transportation of bulk petroleum or petroleum products, can apply.
- The applying company should be of good reputation or a member of a group of companies of good reputation or should be owned by a company or companies of good reputation.
- The applicant company should be acceptable by the Federal Government in all aspects.
