Apply In-Person:

  1. To apply for permit or license for Hydrocarbon Process plants in person, the applicant has to visit the office of the Department of Petroleum Resources.
  2. The address and contact details of DPR can be found in the following : contact link
  3. Visit the office andobtain an application form for permit/license for Hydrocarbon Process Plants from the relevant department.
  4. Application form can also be found in the eleventh page of the following document application form
  5. Make sure that you have all the documents listed in the “Required Documents” section of this page.
  6. Complete the application form and attach the documents (as required) with the completed application.
  7. Then submit the application package to the relevant authority at the office. Pay the required amount of fees as directed by the officials.
  8. After submission, the submitted applications and attached documents will put forth for verification and validation.
  9. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
  10. An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
  11. Once all the necessary processes are over and the permit/license is ready for collection, you will be notified through phone or email and asked to collect the document.


Apply online

  1. To apply for permit or license for Hydrocarbon Process plants in person, the applicant has to visit the Hydrocarbon Processing Plants License portal by clicking the following online application link
  2. Visit the link and click “E&S” tab present on your right side and select “HPP” to apply for a license for Hydrocarbon Process plants.
  3. Then, enter your user credentials in the respective fields in the opening page and click “Login” button.
  4. Otherwise, click “Register” option present above, account creation page will open, enter the details asked for and click “Next” button.
  5. Then, enter email address and password, and then click “Create Account” button.
  6. After that, you will receive a confirmation email with a link, open your inbox and click “Confirm Email” link and activate your account.
  7. You will be redirected to the login page in which you can enter your activated account credentials and login.
  8. After logging in, you will be prompted to update your profile details. Do as instructed and click “Update Profile” button.
  9. For making a new application, click “New application” option present in the “Application” drop-down at the top.
  10. Your new application page will get opened, complete the application with required details and click “save & continue” button.
  11. In the next page, upload the necessary documents by clicking “Select file” button corresponding to every document and click “continue” button once completed uploading.
  12. The next page is payments page, go through the fees details and click “Confirm &Continue to Remita” button. Make the payment as applicable to your permit category by following the on-screen instructions and proceed with the consecutive steps.
  13. On application submission and successful payment, the submitted applications and attached documents will put forth for verification and validation.
  14. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.

EligibilityEdit

  • Any Nigerian organization, that intends to construct, establish and operate Hydrocarbon Process Plants, can apply.
  • All environmental parameters shall be obtained from an independent site survey with all the data gathered being properly documented.
  • Soil test and geo-technical investigations shall be carried out for foundation or load-carrying characteristics of the site.

  • Service charge: N500,000
