EligibilityEdit

In order to apply for a learner license or permit, you must:

  • be age 16 or older.
  • study the NYS Drivers Manual. See Drivers Manual and practice tests.
  • prove your identity and age. See Prove identity and age for permit/license.
  • show your Social Security Card.
  • complete an Application for Driver License or Non-Driver ID Card (MV-44).
  • bring an Eye Test Report ( MV-619) completed by an eye-care professional or pass a vision test at the DMV office.
  • bring payment for the fees.
  • pass a written test based on the Drivers Manual.
  • If you pass the vision and written tests, we will issue a learner permit valid for approximately five years. The exact expiration date depends on your date of birth and the date that you applied for the learner permit.

InstructionsEdit

  • If you are under age 18, your parent or legal guardian must sign the consent section of the Application for Driver License or Non-Driver ID Card (MV-44) Their presence are not required to be at the DMV to sign the form.
  • You dont need parental consent if you are age 17 and have a Driver Education Certificate (form MV-285).
  • If you are not eligible for a Social Security Number, you must give us a letter from the Social Security Administration indicating youre not eligible.
  • If the Vision Test Report (MV-619) has a print date of 9/03 or earlier, the form is valid for 6 months after the date of the eye test. If the form has a print date of 3/04 or later, the vision care professional marks a box on the form to indicate if the form is valid for 6 months or for 12 months after the date of the eye test.
  • You can pay by credit or debit card or a check or money order made out to Commissioner of Motor Vehicles.
  • The DMV accepts:
    • American Express Card
    • Discover Card/Novus
    • MasterCard
    • MasterCard Debit card without personal identification number (PIN)
    • VISA Card
    • Visa Debit Card without personal identification number (PIN)
  • To pass the test, you must give the correct answers to at least 14 of the 20 multiple-choice questions, which includes the correct answers to at least two of the four questions about road signs if you dont pass the written test for a non-CDL Class license (Class D, DJ, E, M, or MJ), you can take the written test again any number of times without a limit for no additional fee.
