Apply In person
- To apply for the Registration Certificate to Operate a Factory, the applicant should make the application to the Occupational Safety and Health under the Ministry of Labour, Human Resource Development and Training. Please view the ministry’s contact details through this contact details.
- Visit the ministry’s office and collect the application form at the reception of the Occupational Safety and Health department or the form can be downloaded directly through this Application form (Word document).
- Complete the application form as required and obtain all the required supporting documents and attach the documents to the application form.
- Then visit the ministry’s office and pay the requisite application fees as mentioned in the “Fees” section at the cashier’s counter and obtain the payment receipt.
- Upon the payment, submit the complete application file including the payment receipt to the official at the Occupational Safety and Health service desk.
- The official will verify the application and issue the applicant the ackownledgment receipt with the application details.
- The application will then be forwarded to the director’s office who will assign an inspector to inspect the factory.
- The inspector will contact the applicant and conduct the inspection procedurally and obtain the inspection.
- The inspector will submit the inspection report to the director’s office.
- The director will evaluate the application and the inspection report and forward the application to the ministry's permanent secretary office for his/her conclusion.
- The secretary will either decide to approve the application or reject the application depending on the application's merits.
- Once approved the applicant will be informed through the proper communication channel and the applicant will be required to the prescribed certificate fee.
- The applicant should then visit the office and pay the fees at the cashier, upon which the certificate will be prepared and issued to the applicant.

- Permit to build a factory or a building appurtenant to a factory 1,650 Rs (MUR)
- certificate of registration of a factory, for a period not exceeding 12 months, where the number of persons
- is up to 50 - 550Rs (MUR)
- exceeds 50 up to 100 -1,100Rs (MUR)
- exceeds 100 up to 500 - 2750Rs (MUR)
- exceeds 500 up to 1000 - 3,850Rs (MUR)
- exceeds 1000 - 5,500Rs (MUR)

- The Certificate is valid for one and it is eligible for renewal at the of this period.

InstructionsEdit
- An application for the registration of a factory shall be made not less than 30 days before the operation of the factory.
- Where the Permanent Secretary refuses to issue the registration certificate, he/she shall notify the applicant in writing, inform the applicant of the refusal and specify the grounds for such refusal.
- Any person who is aggrieved by any decision of the Permanent Secretary may, within 21 days of the notification of the decision, appeal against the decision to the Court.
