The Entertainment Duty Department, the Government of Maharashtra provides online facility to user for applying for Single Screen Theatre Permission. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages English and Marathi; user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents to the District Office.

Apply Online through aaplesarkar :
  1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
  2. From the given options, select any one mode to create User ID and Password.
  3. Now verify UID or Create your own user profile using OTP verification on your mobile.
  4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
  5. Now enter the address as per the document.
  6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
  7. Now upload a photograph between 5kB to 20kB in JPEG format.
  8. Now choose from the drop now menu any one of the Proof of Identity.
  9. Finally provide a Proof of Address by clicking from the menu on screen.
  10. Click on the declaration box and then click the "Register" tab.
  11. After login, click Link and then click on “Apply”.
  12. The applicant will get an application displayed.
  13. Fill up the application form correctly and pay the requisite fee.
  14. On completion, the applicant will be notified.
  15. You can check the status of the application in the portal by signing in with User ID and password.



Apply Through Centres:

  1. To apply for Single Screen Theatre Permission through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
  6. The operator will process the application online.
  7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  10. Upon the satisfaction of the authorities, the permission will be granted according to the application.



Apply in Person:

  1. The applicant can download the application form:Application
  2. The filled application form along with the necessary documents mentioned below should be submitted to the Licensing Authority (The Commissioner of Police).
  3. Applications can also be made in-person through the Entertainment Duty Department offices and sub-offices.

  6. After the authorities validate your application and the documents that are submitted the process for Single screen theatre permission will be initiated.

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.

Q1. I plan to construct a cinema theatre/multiplex. What is the procedure for it?
First you have to obtain NOC for the location of the proposed construction from The Office Of The Commissioner Of Police

Q2. What should I do to have such NOC?
You have to make an application affixing court fees stamp of Rs. 5/- along with following necessary documents.

  1. Plan of the proposed site indicating surroundings, roads and buildings up to a distance of 75 meters from the perimeter. Schools, hospitals, temples or other similar places should be clearly indicated in the plan along with floor wise plans(3 sets)
  2. Certificate from the Collector for N.A. land.
  3. Property card
  4. Appointment letter of the architect.
  5. Agreement between land Owner and Builder/Developer or Power of Attorney.
  6. Copies of applications submitted to PWD and Buildings Proposals Department along with their remarks

Q3. How much time will it take?
It will take six months because :

  1. Objections will be invited from members of public by displaying a board with details of the proposal at the site and by publishing the same in three local newspapers.
  2. enquiries will be conducted by the local Police station from the law and order point of view.
  3. A report will be invited from the traffic department for Traffic point of view.
  4. After completion of all the above procedure, the proposal will be submitted to the government for previous sanction.
  5. After the receipt of previous sanction from the government, an NOC will be issued.

Q4. When should I start the construction?
To commence construction, you will require an NOC from the office of the Commissioner of Police. You will have to make an application and submit the following documents: 

  1. A true copy of the NOC issued by the licensing authority with respect to the site where the cinema is proposed to be put up.
  2. Approved plans (by the Building Proposals Department, BMC)
  3. IOD from the BMC
  4. NOC from the Chief Fire officer, BMC After receipt of the same, the papers will be processed and then NOC for construction will be issued.

Q5. How long will it take?
It will take one month.

Q6. After completing construction, how do I procure a license to start the business?
After completing construction, you will have to make an application for grant of license. You have to submit the following documents along with your application: 

  1. Occupation certificate from the BMC.
  2. NOC from the electrical Inspector.
  3. NOC from the Health Officer, BMC.
  4. Certificate from MTNL.
  5. Certificate of lighting contractor.
  6. NOC from the Chief Fire Officer, BMC.
  7. NOC from the Traffic Police regarding parking.
  8. NOC from PWD.
  9. Structural stability certificate from the architect.
  10. Name and address of the Manager, Projector operator and electrician. After the receipt of the same, the proposal will be submitted to the Government for previous sanction. After receipt of the previous sanction from the Government, the license will be issued.

Q7. How much time will this process take?
The process will take minimum two month's time.

  6. NOC from the Chief Fire Officer, BMC
