Maharashtra - Apply for Regularization of Residential Colony

The Housing Department (MHADA), the Government of Maharashtra provides online facility to user to apply for Regularization of Residential Colony. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages, English and Marathi; user can select any of the preferred language.

Apply Online through aaplesarkar :
  1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
  2. From the given options, select any one mode to create User ID and Password.
  3. Now verify UID or Create your own user profile using OTP verification on your mobile.
  4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
  5. Now enter the address as per the document.
  6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
  7. Now upload a photograph between 5kB to 20kB in JPEG format.
  8. Now choose from the drop now menu any one of the Proof of Identity.
  9. Finally provide a Proof of Address by clicking from the menu on screen.
  10. Click on the declaration box and then click the "Register" tab.
  11. After login, click Link and then click on “Apply”.
  12. The applicant will get an application displayed.
  13. Fill up the application form correctly and pay the requisite fee.
  14. On completion, the applicant will be notified.
  15. You can check the status of the application in the portal by signing in with User ID and password.



Apply Through Centres:

  1. To apply for Regularization of Residential Colony through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
  6. The operator will process the application online.
  7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  10. Upon the satisfaction of the authorities, the permission will be granted according to the application.



Apply In-Person

  1. Applications can also be made in-person through the Housing Department (MHADA) offices and sub-offices.

  4. Fill the application form with the required information
  5. Submit the form in person to Housing Department (MHADA) Maharashtra.
  6. After the authorities validate your application and the documents that are submitted they will process for the regularization of Non-residential colony.

  • Copy of registered purchasing manure
  • Copy of the family photograph
  • Due to the stamp paper of Rupees 200 /
  • Copy of receipt of payment of stamp duty on all changes, if statement / transfer is made
  • Two certified copies of the passport size of the photograph (in the prescribed format along with transfer application)
  • In case of unauthorized construction and institution registered, etc., in the prescribed format Rs 100 court affidavit
  • Certified copies of receipt of payment made to the entire outstanding MHADA and current month receipt (including land charges and non-agricultural charges etc.)

Other Documents
  • Income certificate (only for a high income group)
  • No objection certificate from Co-operative Society in the prescribed format by MHADA

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.

Need for the DocumentEdit

  • Once an area gets regularized, the government provides necessary infrastructure in the area, such as roads, water supply and setting up of a drainage system, besides establishing educational institutions and hospitals in the area. Regularization also gives prospective buyers an opportunity to get a home loan for such a property; banks do not give loans for properties in unauthorized colonies and areas.

  • Regularisation is “a process by which [unauthorised] colonies are made legal and the property titles in them are recognized by law and can be registered with the state”. Living in an unauthorised colony has two significant consequences for residents: they cannot legally transfer their land, and service provisioning is low and insufficient. Residents do, however, enjoy slightly more secure land tenure than those in other types of unplanned settlements, like slums (slum designated areas) and jhuggi jhopri clusters (non-notified slums, or JJCs). 
  • An area is regularized when its land usage is changed. Usually, such areas are the ones that are illegally occupied; once they are regularized they become legally habitable. For example, an agricultural land or perhaps a river bed may be used for residential purposes by a group of people; such pieces of land cannot be used for residential purposes under law. In such cases, the government may choose to regularize the area, in view of the population or other factors, making the hereto unauthorized colony a legal one.
  • What should be done once the area is regularized?
  • Existing owners: Once an area is regularized, the owners are required to get their properties registered and pay property tax accordingly. Failing this, the area would remain outside the scope of city planning and remain unauthorized. For example, some “lal dora” areas remain so because the residents were not inclined to pay property tax.
  • If you have extra floors than what is allowed, during the regularization process, you would have to pay extra lease rent or conveyance charge and get the necessary permission from the authority. However, the authority has the all the rights to demolish the extra floors if they do not sanction the already built floors.
  • Prospective buyers: If you want to put money in an unauthorized colony, assuming it will become authorized in the future, consider the associated risks. Converting a colony to an authorized settlement depends on the availability of resources such as funds to build infrastructure around it and government policy.
