Procedure

• A firearm (weapon) manufacturer or dealer requires a transport licence for the transport of firearms (weapons). These firearms (weapons) are manufactured in one place for sale / supply to a different place. An individual shall also apply for transport licence in need.

Apply In-Person:

1. An applicant shall approach their respective licensing authority / the concerned district magistrate office from where the weapon needs to be transported.

3. Please visit the respective office. Meet the designated authority to get the advice on the applying process and other relevant details.
4. Please collect the prescribed application form or write on a plain A4 sheet as advised.

6. Complete the application form with mandatory details. Make sure to enclose the “No Objection certificate – NOC” obtained from the concerned district magistrate / the respective licensing authority at the destination area to which the weapons (arms) are transported. Attach the documents as per the “Required Documents” section of this page and submit it to the designated authority.
7. On receiving the application, the concerned authority will check the application details, validity of the submitted documents including the “NOC”.
8. If all are in place, the application will be accepted with the requisite fee as applicable as per acceptable norms. The authorities will make entry of the application in the respective records manually or electronically using a computer.
9. An acknowledgement receipt will be issued against the acceptance of the application form. Please keep the acknowledgement safe for future reference.
10. The applicant will be informed about the next set of actions and the probable date for grant of permit.
11. ”SMS” triggered update on application status will be sent to the applicant’s mobile number. Please keep track of the notification.
12. This application will be forwarded to the respective department for further processing. The submitted documents and details will be scrutinized / verified for its authenticity. If there is a need for inspection, an inspection team will conduct the inspection for clarity.
13. Once verified, the application will be forwarded to the licensing authority for approval. The licensing authority, after considering the application and on being satisfied that the applicant has fulfilled the eligibility conditions, shall grant a licence.
14. The applicant gets notification about the grant of licence in their registered mobile number through “SMS” or as per department norms.
15. The licence can be obtained at the notified office in person against the acknowledgement or it will be delivered as per applicable norms.

• Copy of the proof of identity of consigner (Aadhaar card, passport, voter ID, driving licence or any such photo ID)
• Copy of the proof of residence of consigner (Aadhaar card, passport, voter ID, driving licence or any such photo ID)
• Registration certificate of the firm as per requirement
• Copy of valid licence for handling firearm
• NOC from the destination fire arm licensing authority
• NOC from railway authorities as appropriate

• Copy of the birth certificate in case of individual

Note:

• The applicants are advised to submit the self-attested photocopies of all the documents as appropriate.
• Apart from the above documents, the authorities may ask for additional information or documents. Please provide them for processing.

Eligibility

• Applicant should be a citizen of India.
• Those who are 18 years and above are eligible to apply.
• The authority shall refuse to grant a licence:
  • Where such licence is required in respect of any prohibited arms or prohibited ammunition.
  • Where such is required by a person whom the licensing authority has reason to believe:
    • To be prohibited by the Indian Arms Rules or by any other law for the time being in force from acquiring, having in his possession or carrying any arms or ammunition.
    • To be of unsound mind.
    • To be for any reason unfit for a licence.

Fees

• The fees may vary from state to state.
• Every application shall be accompanied by a fee as stated below…
  • Individuals - Rs. 500 /- for each firearm.
  • Dealers and manufacturers - Rs. 2,000 /- for a single consignment or maximum three part consignments with in a period of 3 months under the same Transport Licence.

Note: The applicants are advised to follow the department guidelines with respect to the fee details.

Validity

• The licence is valid as per the date mentioned on the licence and can’t be renewed.

Instructions

• The weapon or consignment shall not be transported by any route other than that for which the licence is issued.
• The consignment should be sealed and the seal shall not be broken.
• The consignment shall not be stopped before it reaches the place of destination.
• Each package of the consignment shall be legibly written with details of the weapons (Arms or Ammunition).
• The weapon shall be delivered only to a person lawfully entitled to receive them.
• The applicants shall make necessary entries in the stock-registers.
• In the event of any information being found false or incorrect at any stage, the applicant is liable and legal action will be taken.
• Do not submit fake documents as proof to get the licence.
• Incomplete application will be rejected.
• Avoid spelling mistakes while filling the application form.

Need for the Document

• In India, a firearm licensee or a firearm licensed manufacturer or trader should apply and obtain the firearm/weapon transport licence to transport the firearm/weapon.
• If found transporting the firearm/weapon without proper transport licence, the victim or the firm transporting the firearm/weapon will be punished as per law.
