Apply Online

  1. Individuals intending to own/operate a waste transportation vehicle in Kenya can apply for a license with the National Environment Management Authority (NEMA). This can be done online by visiting the e-Citizen Website and make an application through NEMA’s online portal through the following NEMA Portal
  2. The first step is to register on the eCitizen platform through the following eCitizen. The applicant will need their National ID number, email address and a phone number to complete the registration.
  3. After registration, log into the eCitizen account and navigate to National Environment Management Authority (NEMA) tab and then click on the “Get Service” button to proceed to NEMA’s online portal.
  4. Upon entering the NEMA’s online portal’s homepage, the applicant should click on the “Click to Register (New Applicants Only)” tab if they don’t have an online account with NEMA to register with NEMA or log into the NEMA online account using either the username and password.
  5. To register for a NEMA account click on the “Click to register (new applicants Only)” option to enter the next page. Here, provide the required information and click on the “Submit” Button to register the account.
  6. A prompt message will appear indicating that the account has been successfully registered. Click on the “Log In” button to enter the NEMA portal so as to make the application.
  7. Upon entering the NEMA online portal select the “Waste Management” option on the left pane and click on the “Transport Application Form” tab. This will direct the applicant to the “Application License for Transportation of Waste” page where they can continue with the application process.
  8. Fill in the required information, upload the required documents and accept the terms and conditions then click on the “Submit” Button to proceed to the next step.
  9. The applicant has to indicate that it is a new application by selecting the “initial Application” option.
  10. Attach the required documents to the application. A list of the required documents can be found in the “Required Documents” of this page.
  11. Upon clicking the submit button, the application will be sent to NEMA for review and after successful review. An approval email containing payment details will be sent to the email address provided during the application.
  12. Proceed to make the application payment using the instructions given in the email. The application fees for the license can be found on the “fees” section of this page.
  13. Once payment has been made, the applicant should log into their NEMA account and click on the “Waste Management” option on the left pane and click on the “My Applications for Transport Form” tab.
  14. Select the application and click on the “Edit” button to continue with the application. Fill in the payment details, Upload the payment receipt and click on the “Submit” Button to proceed to the next step.
  15. Upon clicking the submit button, the application will be sent to NEMA for review.
  16. In this page, the applicant can check the application status of the application.
  17. The processing time is usually 30 days.
  18. Once approved, a pdf copy of the renewed license will be availed in the NEMA account for download by clicking on the “Generate License” button. A hard copy of the renewed license can be picked from the NEMA office near the applicants location.
  19. The applicant is to carry proof of identification when collecting the license.


Apply In-Person:

  1. To apply for a license to own/operate a waste transportation vehicle in Kenya, the applicant has to contact the National Environment Management Authority (NEMA) offices to make the application.
  2. Here the applicant will be given an application form by a licensing officer to fill and submit.
  3. Fill in the application and attach the required documents. A list of the required documents can be found under the "Required Documents" section of this page.
  4. Submit the filled in application form and required documents to the licensing officer and pay the required application fees. The application fees to be paid can be found under the "Fees" section of this page.
  5. Submit the payment receipt to the licensing officer, for review of the license application.
  6. The licensing officer may, in his discretion, issue or refuse to issue the waste transportation license.
  7. Upon successful review the licensing officer will issue the license of waste treatment.
  8. The processing time is within 30 days of receiving a complete application.
  9. The applicant will be contacted to collect the license.
  10. Carry proof of identification when collecting the license.

Need for the DocumentEdit

  • The License to Own/Operate a Waste Transportation Vehicle is issued by the National Environment Management Authority to permit the holder to collect and transport waste from the designated area of operations or storage areas and deliver such waste to the designated storage site, disposal site or plant.
  • It is illegal to own/operate a Waste Transportation Vehicle without a license issued by NEMA.

A person granted a licence to transport waste shall ensure that:

  • The collection and transportation of such waste is conducted in such a manner that will not cause scattering, escaping and/or flowing out of the waste.
  • The vehicles and equipment for the transportation of waste are in such a state that shall not cause the scattering of, escaping of, or flowing out of the waste or emitting of noxious smells from the waste.
  • The vehicles for transportation and other means of conveyance of waste shall follow the scheduled routes approved by the Authority from the point of collection to the disposal site or plant.
  • He or his agent(s) possess at all times during transportation of the waste, a duly filled tracking document.

  • The National Environment Management Authority (NEMA) is established under the Environmental Management and Coordination Act (EMCA) No. 8 of 1999, as the principal instrument of government in the implementation of all policies relating to the environment.
  • The Authority became operational on 1st July 2002 following the merger of three government departments, namely: The National Environment Secretariat (NES), the Permanent Presidential Commission on Soil Conservation and Afforestation (PPCSCA), and the Department of Resource Surveys and Remote Sensing (DRSRS). However, following government restructuring in March 2003, DRSRS reverted to its departmental status under the then Ministry of Environment and Natural Resources (MENR).
