Step 1: Obtain KRA Passed Clearance Entry for the Tobacco
- The importer will be required to contact a licensed customs clearing agent and obtain a contract. please contact the Kenya Revenue Authority (KRA) for the updated list of licensed customs clearing agents. KRA Office Location & Contact Details
- The clearing agent shall then proceed with the application process for the Passed Clearance Entry by logging on to the KRA's Integrated Customs Management System iCMS using his/her credentials to access the portal, upon completion of the request the clearing agent will be issued with a Register customs entry copy and KRA e-slip by the iCMS. The website can only be accessed using Microsoft internet explorer version 5.0 and above.
- This is followed by the issue of a KRA e- slip to make payment against as per the Authority's preferable payment mode. Please refer to the “Fees” section on this page for more information.
- The applicant/agent will then be required to pay the required taxes against the KRA e-slip, by bank deposit. please refer to this link for more information KRA Agent Banks & Accounts Details
- Upon receiving payment approval by the KRA, Customs entry in under control status document is issued, the agent should log into their account locate and print.
Step 2: Obtain KEBS Release
- Submit the supporting documentation as listed under the “Required Documents” of this page to the Kenya Bureau of Standards (KEBS), One Stop Border Post (OSBP) for verification and processing, the agent is issued with a demand note, and the passed clearance entry stamped stop and verify by the KEBS official.
- The applicant/agent will then be required to pay against the demand note, by bank deposit and produce proof of payment to be validated by the KEBS officer and obtain a KEBS payment receipt.
- This is followed by the verification of the consignment by a KEBS clearing agent, if approved the clearing agent shall stamp and sign the passed clearance entry stamped stop and verify.
Step 3: Obtain Port Health Service Release
- Apply for the port Health Certificate through the Kentrade portal
- Upon completion of the application process, the applicant is issued with a KESWS submission notification, submitted import health certificate, and valid e-slip.
- The applicant/agent will then be required to pay against the e-slip, by bank deposit and produce proof of payment to be validated by the port officer.
- This is followed by the verification of the consignment by a port official, if approved the applicant is issued approval import health certificate, log into the Kentrade portal to access and print the certificate
Step 4: Obtain Kenya Plant Health Inspectorate Service (KEPHIS) Release Document
- Submit the supporting documentation as listed under the “Required Documents” of this page to the Kenya Plant Health Inspectorate Service (KEPHIS), One Stop Border Post (OSBP) for verification and processing, the agent is issued with a KEPHIS payment receipt.
- This is followed by the verification of the consignment by a KEPHIS verification officer if approved the officer shall give the applicant the go-ahead. The time taken during the inspection will depend on the size of the consignment.
- The applicant is issued a passed clearance entry passed release and an inspection certificated certified by a KEPHIS official.
Step 5: Obtain Kenya Revenue Authority (KRA) Release Document
- Submit the supporting documentation as listed under the “Required Documents” of this page to the Kenya Revenue Authority (KRA) Customs officer, One Stop Border Post (OSBP) for verification and processing, the agent is issued with a passed clearance entry stamped received by the KRA official and the allocation of a KRA verification officer which will be done via KRA's system.
- This is followed by the verification of the consignment by a KRA verification officer if approved the officer shall give the applicant the go-ahead.
- The applicant is issued with the release of the consignment, which is done via KRA's system. Additionally, the head verification officer will stamp, the goods released, on the entry.
- The time frame accumulatively for processing the application is within 04 hrs -03 days

- Permit (copy). Where applicable, relevant to the consignment.
- Waiver letter (copy). Issued by KEBS, where applicable
- Diamond mark of quality. Issued by the National Standards body in the country of origin.
- Standardization Mark Permit (copy). For raw materials.
- Certificate of registration (copy)
- For goods originating from countries outside the EAC region.
- Approved import declaration form (IDF) (copy)
- Certificate of conformity (COC) (copy). From the country of origin.
Port Health Service Release
- Unique consignment reference (UCR) number
- Certificate of quality (copy). From the competent authority in the country of origin.
- Certificate of analysis (copy). Where applicable.
- Permit (copy). Relevant to the consignment.
- Invoice (copy)
Kenya Plant Health Inspectorate Service (KEPHIS) Release Document
- Customs entry is under control status (copy)
- Plant import permit (original). Issued by KEPHIS.
- Phytosanitary certificate (original). From the country of origin.

- Persons (Importers) that wish to import tobacco to Kenya are eligible to apply.
FeesEdit
- Applicants are issued with invoices to make payments against. List of banks and account details into which all Domestic Taxes payments made on account of PRN (E-SLIP) generated from the i-Tax system

- The validity of the document is thirty (30) days from the date of issue and for one consignment only.
