Step 1: Obtain Pre-Clearance Document
- The importer will be required to contact a licensed customs clearing agent, agree on the terms of the services to be rendered by the agent and obtain a contract. please contact the Kenya Revenue Authority (KRA) for the updated list of licensed customs clearing agents. - The clearing agent shall then proceed with the application process for the Pre-Clearance Entry by logging on to the Kenya Electronic Single Window System (KESWS) and using his/her credentials to access the portal, upon completion of the request the clearing agent will be issued with a KEBS consignment document by the system to print. The website can only be accessed using Microsoft internet explorer version 5.0 and above.
- Upon the arrival of the consignment the importer/agent is required to notify the consignment point of entry KRA Customs (handing shield) department/section and obtain notification of arrival (Release order) stamped, Notification of arrival (copy), and air waybill.
Step 2: Obtain Passed Clearance Entry Documents
- The clearing agent shall then proceed with the application process for the Passed Clearance Entry by logging on to the KRA's Integrated Customs Management System iCMS using his/her credentials to access the portal, upon completion of the request the clearing agent will be issued with a Register customs entry copy and KRA e-slip by the iCMS. The website can only be accessed using Microsoft internet explorer version 5.0 and above.
- This is followed by the issue of a KRA e- slip to make a payment of Ksh 10,250.00. Please refer to the “Fees” section for this age for more information.

- Upon receiving payment approval by the KRA, the Customs entry in under control status document is issued, and the agent should log into their account locate and print.
Step 3: Obtain the Kenya Bureau of Standards (KEBS) Release Document
- Submit the supporting documentation as listed under the “Required Documents” of this page to the Kenya Bureau of Standards (KEBS), to be verified and obtain a Validated certificate of conformity document.
- This is followed by the verification of the consignment by a KEBS clearing agent, the time taken to carry out verification depends on the size of the consignment. Consignments that arrive with a certificate of conformity (COC) do not undergo 100% verification.
- If approved the KEBS clearing agent shall issue the applicant a KEBS passed clearance entry stamped stop and verify.
Step 4: Obtain Port Health Service Release Document.
- Submit the relevant supporting documentation as listed under the “Required Documents” of this page to the Port Health Kenya (Handing Shield) office for processing.
- This is followed by the verification of the consignment by a port health official if approved the applicant is issued an approval import health certificate.
Step 5: Kenya Revenue Authority (KRA) Release Document.
- Submit the supporting documentation as listed under the “Required Documents” of this page to the Kenya Revenue Authority (KRA) Customs officer, One Stop Border Post (OSBP) for verification and processing, the agent is issued with a passed clearance entry stamped received by the KRA official and the allocation of a KRA verification officer which will be done via KRA's system.
- This is followed by the verification of the consignment by a KRA verification officer if approved the officer shall give the applicant a release order to be stamped by the (HVO and Verification officer) and a handling shed invoice.
- The applicant is required to make payment against the handling shed invoice at the cash counter (Handling shed office) and obtain a bank deposit slip.
- Submit original copies of the (Release order stamped by customs, Bank deposit slip & Air waybill ) and Imports Delivery Counter (Handling Shed) and obtain a Delivery notification and have the release order stamped by the customs officer and handling shed officer
Step 6: Kenya Revenue Authority (KRA) Final Release Document.
- The KRA border control officer will stamp, the goods released order, on the entry of the consignment form.
- The timeframe accumulatively for processing this application is usually within 04 hrs-03 working days.
