A.Change or Update Name on a National Identity (ID) Card:
Step 1: To legally change one's name.
1. Applicants should visit the office of the Registrar Generals Department to express their intention to change their name. Office of the Attorney General and Department of Justice Contact Details & Map Location
2. Collect and complete the Deed Poll form-1 and a Statutory Declaration (Form 6), obtainable at any of the Registrar Generals' offices.
3. The completed Deed Poll forms should be accompanied by the supporting documentation as mentioned on the “Required Documents “of this page, should be submitted to the Registrar Generals' office for consideration.
4. Upon receipt of the application, the Registrar will check for discrepancies or ineligibility in the application documents. If a discrepancy that cannot be immediately corrected exists in any of the documents, the application and all the submitted documents will be returned to the applicant and should not be re-submitted until the discrepancy has been rectified corrected.
5. If the registrar is satisfied that all the requirements have been met for the application, applicants will be advised to pay a registration fee of Ksh 500.00 and obtain an acknowledgment letter as proof of submission of the application and for inquiry referencing if the need arises.
6. Upon registration, the Registrar will cause the Deed Poll to be advertised in the Kenya Gazette.
7. After gazettement of the intent to change the name and if the is no public objection on the matter, the name change is effected and the deed poll is printed to be issued to the applicant.
8. It takes at most 5-21 working days to produce a Deed Poll.
9. Note: The consequence of the change of name is that the holder of the deed poll will need to apply for a fresh national ID card to reflect the new name.

Step 2: Apply for change name on the National Identity (ID) Card:
10. Collect and complete the National Identity (ID) Card Application form-23, this form can be found in any office of a register of persons and all District officers’ offices or any Huduma center.
11. The completed form should be submitted to the chief or assistant chief of the applicant area. This is for verification that the applicant is from that area.
12. After the form has been signed by the chief or the assistant chief, submit the form to the district officer’s office for it to be scrutinized and verified. This is followed by the signing of the form by the District office.
13. The Completed certified form attached to the supporting documents, depending on the circumstances of the case, should be submitted to any Huduma center or district officers’ offices (registers department) for processing.
14. Applicants are advised to pay a fee of Ksh 1000.00 and surrender the current original Identity card.
15. After that, the form goes through the following stages: Fingerprints section- The applicant’s fingerprints are taken; Attachment of the passport photos.
16. The registration officer signs a certificate in a form prescribed in the Fourth Schedule to be issued to the applicant that serves as a waiting card/slip.
17. The Registration officer forwards the application form, the photograph, and the surrendered identity card to the Principal Registrar who records the changes in the register of persons; and cancels the surrendered I.D. card.
18. The ID takes approximately a period of two months to come out.
19. While collecting the I.D card, the applicant will be required to surrender the waiting card/slip at the specific office where the application was filed.

Change a Date of Birth (DOB) on a National Identity (ID) Card:
  1. For a person to be able to change the date of birth on an ID card, the birth should not have been registered with the civil registry and the applicant did not have a birth certificate while applying for the current ID card.
  2. Collect and complete the National Identity (ID) Card Application form-23, this form can be found in any office of a register of persons and all District officers’ offices or any Huduma center.
  3. The completed form should be submitted to the chief or assistant chief of the applicant area. This is for verification that the applicant is from that area.

  • A Statutory Declaration (Form 6). This declaration is sworn by a person resident in Kenya and who personally knows the applicant by the name they want to change.

  • In all cases, a certificate of birth, unless the birth was not registered.
  • If a married woman, her certificate of marriage, or other evidence of her marriage if it was not registered, together with-
    • The written consent of her husband to her change of name, the consent being endorsed on the document evidencing the change of name and witnessed by an advocate; or
    • A certificate from an advocate that she is living separately from her husband in such circumstances that the separation is likely to be permanent.
  • If a widow, her certificate of marriage, or other evidence of her marriage if it was not registered, together with the certificate of death of her husband.
  • If a feme-sole, her certificate of marriage, or other evidence of her marriage if it was not registered, together with the decree absolute or certificate of divorce.

Important Notes:

  • Change of names can be effected through the use of a Deed Poll. A deed poll is a legal document binding only to a single person or several persons acting jointly to express an active intention. With a deed poll, you can change your forenames and/or surname, add names, remove names or rearrange your existing names.
  • The law governing the use of deed polls In Kenya is the Registration of Documents Act, and the change of names regulations set out in the act.
  • A successful registration entitles the applicant to be referred to, and use the new names in his/her everyday business most people are however unaware that changing of names is possible. Many of them believe that once a name has been given, it is there to stay.
  • For one to be able to change their names using a deed poll, they must be at least 16 years of age. A 16-year-old is however still a minor is, and therefore, all that is required of them is consent, in the presence of an advocate, but the entire process is commenced by an adult.
  • For a minor below 16 years of age, no consent is required from them, as they are still of tender age. For the change of name for a minor, the application has to be made by a person with parental responsibility, most probably a parent.
  • Where there are two parents, all parents have to consent to the application for the change of name. If a married person makes an application for a change of name, then their spouse has to give consent to the proposed change of name.

The registrar may refuse to accept a change of name, if;

  • The change is impossible to pronounce.
  • Includes numbers, symbols, or punctuation marks.
  • Chosen names are vulgar, offensive, or blasphemous.
  • Other names that can be rejected are those that promote criminal activities, racial or religious hatred, or the use of controlled drugs.
  • Other names that cannot be registered are those that ridicule people, groups, Government departments, companies, or organizations.
  • Names that may result in the belief that you have a conferred or inherited honor, title, rank, or academic award, for example, a change of the first name to (Sir, Lord, Lady, Prince, Princess, Doctor, etc.)
