Apply Online

  1. To apply for Citizenship, the applicant should make the application online through the Kenya Foreign Nationals Service Portal via this eFNS.
  2. On the login page, a registered applicant should log in by entering his/her credentials and clicking on the “login” button to access his/her account and an unregistered applicant should click on the “Create eFNS account” hyperlink to create a new account.
  3. On the next page upon clicking on the “Create eFNS account” hyperlink, the applicant should read the provided instructions and click on the “Account Type” dropdown menu and select either a “foreign resident” (for applicants residing in Kenya and have a foreigner certificate) or select “other” (for foreign residents without a foreigner certificate” and then click on the “Proceed” button to go to the next page.
  4. On this next page, the applicant should provide all the required information i.e. Passport number, Full Name, Gender, and Country, and then click on the “Proceed” button to go to the “Verify” page.
  5. On the verify page, the applicant should enter his/her email address, Password, Phone number and click on the Captcha box, and then click on the “Create Account” button.
  6. Then the applicant will receive a pop notification informing the applicant that the account is created.
  7. The applicant should then click on the “ok” button in the notification and be directed to the Kenya Foreign Nationals Service Portal and the applicant should enter his/her login credentials and click on the “login” button to login into her/her account.
  8. Once logged in, on the applicant’s dashboard, the applicant should click on the “Submit new applications” hyperlink under the “SUBMIT APPLICATIONS” tab and scroll down to the “Permit and Passes Services” tabs.
  9. Then the applicant should click on the “Apply Now” button under the “Special Pass” tab to go to the application information page.
  10. Then the applicant should read all the provided details regarding the application and click on the “Apply Now” button to go to the online application form.
  11. Complete the online application form and upload all the required supporting documents and then submit the application for processing.
  12. After the application is processed, an invoice will be generated which the applicant can see by clicking on the "Dashboard" then the "Payments" Tab, and the applicant should complete the payment using the online process.
  13. If the applicant is unable to pay using any of the online modes, the applicant can print the application form by clicking on the "Dashboard" then the "My Applications" tab and print the special pass application invoice and Present the invoice and Banker's cheque at the Immigration Counter at Nyayo House, Nairobi for pass payments.
  14. The application will be processed and the applicant will then receive automatic notifications via email and on the applicant’s account about the progress of his/her special pass application.
  15. Once the special pass is processed, the applicant can download the special pass through his/her account.

  • A duly filled and signed Form 32 - Special Pass online application form (Stamped by Institution).
  • Detailed and Signed Cover letter addressed to the Director of Immigration Services from the applicant/organization
  • Two (2) recent passport size color photos.
  • Copy of passport (the bio-data page)
  • Current Immigration status if in the country
  • Copy of Registration Certificate for the organization.
  • Certified copies of academic and professional certificates
  • Copy of any permit or passes held.
  • Copy of any official receipt or acknowledgment for those waiting for permits processing.
  • Clearance letter from the relevant authorities.
  • Copy of checklist.

  • Documents in foreign languages should be translated into English by either the Embassy, Public Notary, or authorized /recognized institution.

EligibilityEdit

person(s) who wishes to enter Kenya or remain in Kenya for:

  • A limited period for the purpose of applying for a review of a decision denying a permit.
  • Applying for a permit or pass.
  • Temporarily conducting any business, trade, or profession.



FeesEdit

  • The issuance fee of the special pass is Ksh.15000 per month and thereafter (Payable upon approval)



ValidityEdit

  • The special pass is valid for the period applied between one and six months.

InstructionsEdit

  • Failure to pay for the Special Pass within thirty (30) days from the date of notification will render the approval null and void.
  • All citizens of the East Africa Community(Uganda, Tanzania, Rwanda, Burundi) are exempted from payment of the special pass fee.
