Apply In Person

  1. To obtain a license to operate a University in Kenya, the applicant should make the application to the Commission for University Education. Please view the commission’s contact through this Contact Details.
  2. The applicant should obtain the application form for establishing a university at the Commission for University Education office along with a checklist for the required supporting documents.
  3. Then the applicant should complete the application form correctly and prepare a proposal for the establishment of a university as provided in the “Information which might help” section below and attach it along with all the required supporting documents as mentioned in the “Required Documents” section below to the completed application form in a single file.
  4. Then the applicant should submit the complete application file to the commission for university and obtain the acknowledgment receipt of the application.
  5. The commission will review the application and the proposal to establish a university, and if the application is complete and meets the required satndards, the commission will schedule a series of meeting with the applicant.
  6. At the meeting/s the applicant will be required to elaborate to the commission on the available resources to establish a university as indicated.
  7. Then the commission will oder a detailed and independent inspection to evaluate the applicant’s resources to establish a university and at this point, the commission may require the applicant to provide additional documents and or information for the commission to make a proper assessment of the application.
  8. The independent inspection committee will evaluate the applicant’s resources and prepare a report of the inspection finding and submit the report to the commission for university education.
  9. The commission will deliberate on the merits of the application according to the findings of the inspection committee and if the commission is satisfied resources declared by the applicant are available and the establishment of the university is in the interest of university education in Kenya among other factors as outlined in the university act, the commission will recommend to the cabinet secretary the issuance of a Letter of Interim Authority to the applicant.
  10. The cabinet secretary will review the commission recommendation and approve it, then the Letter of Interim Authority will be published in the gazette and issued to the applicant with the condition to be followed to operate the established university.
  11. Once the university is running, the commission through the inspection committee will conduct an annual inspection at the unvierty to determine if it is upholding the required standard and making progress towards the award of the charter.
  12. Then the inspection committee will compile the inspection report and submit it to the committee.
  13. if the newly established university is not upholding the required standard according to the inspection report, the commission will write to the established university detailing the issues to be addressed to ensure compliance with the standards of the commission.
  14. If the established university complies with the required standard, during the fourth year of the established university, the commission will require the university to apply for the grant of a charter.
  15. Once the applicant makes the application for Chater, the commission will order a final inspection of the established university.
  16. The inspection committee will inspect the university and submit the inspection report to the commission.
  17. The commission will then deliberate on the application for chater and the inspection report and if the commission is satisfied that the university meets all the required standards to operate effectively in keny, the commission will recommend to the secretary cabinet to grant the charter to the applicant. Note: where the commission is not satisfied with the progress of the university, it may recommend the extention or revocation of the letter of interim authority.
  18. The cabinet secretary will review the commission’s recommendation, and then the cabinet secretary will forward his/her own recommendation to the president.
  19. if all the conditions for establishing the university are met, the charter will be issued to the applicant.
