Apply In-Person:
Step 1: Obtain a Site Approval

  1. The applicant will be required to first submit an application letter for a hatchery license to the County Government -Sub-county Veterinary Office.
  2. Upon receipt of the request the Veterinary Officer will make arrangements for a plot/site suitability assessment and issue to the applicant a site suitability report upon satisfaction that the plot is suitable for the construction of the hatchery, the applicant is issued a site recommendation.
  3. During the inspection visit applicant is required to be present and supply the inspector with all the requested documentation and information.
  4. Once issued with the site recommendation applicants are required to apply for a change of land use at the city hall and obtain physical planning approval.


Step 2: Architectural Plans Approval and Public Health Approval

  1. The applicant is required to submit architectural plans, attached to the supporting documentation to the city-county government office for processing and pay the prescribed permit fee as determined by the County Government.
  2. It should be noted, where the hatchery is to be located/situated in Nairobi county, the application for architectural plans approval should be submitted online via the Nairobi e-Service Portal.
  3. If approved, the applicant is issued the approved certified architectural plans. The plan might be rejected if the set requirements are not met.
  4. Applicants should then submit the architectural plans to the city hall for verification and obtain the Authenticated architectural plans, construction permit, and Public Health Approval.


Step 3: Obtain Environmental Impact Assessment (EIA) License

  1. Submit the request for the EIA project report, and attach all the supporting documentation to the Environmental Institute of Kenya Office, Environmental Assessment Experts section for processing.
  2. The applicant will be advised to pay Ksh 50,000 for the preparation of the project report –estimate. The amount charged for the preparation of the Environmental Impact Assessment report depends on the nature and size of the project and the negotiations between the client and the expert.
  3. The applicant is issued a project report and should submit the report attached to the supporting documentation to the National Environmental Management Authority County Office, Environmental Impact Assessment Section.
  4. The NEMA officer shall then stamp the project report and issue it back to the applicant together with a NEMA acknowledgment letter and an Environmental Impact Assessment License.
  5. The EIA license is valid for 24 months within which the project must start. If it does not start within 2 years, validity can be extended for a maximum of 4 years at a fee of Ksh 5000.


Step 4: Obtain Hatchery License

  1. Submit the original Authenticated architectural plans and Environmental Impact Assessment license to the City-County Veterinary Services office and pay a hatchery application fee of Ksh 1,000. And obtain an Authority to construct a hatchery permit.
  2. Upon completion of the construction, the applicant should contact the City-County Veterinary Services office immediately and furnish the Authority with all requested documents and information, the DVS office shall respond by arranging a follow-up inspection with the applicant to ascertain that the hatchery was constructed as per the approved plans.
  3. During the Inspection visit, any discrepancies will be brought to the attention of the applicant and corrective action must be taken before a license is issued.
  4. While collecting the license applicants will be Hatcher license applicants will be required to produce their identity document and pay a Ksh5,000 fee for the hatchery license at the DVS office.

If applicable, provide the EIA report prepared by an approved environmental consultant, demonstrating compliance with environmental regulations and mitigating any potential adverse impacts.
  • Fire Safety Compliance Certificate: If mandated by local regulations, obtain a fire safety compliance certificate from the relevant fire safety authority, confirming that the hatchery meets the necessary fire safety standards.
  • Compliance with Other Regulations: Depending on the specific requirements and regulations in your location, you may need to provide additional documents to demonstrate compliance with other relevant regulations. This may include food safety certifications, waste management plans, or any specific permits related to the operation of the hatchery.
