Apply In-Person

  1. To apply for a Quarry License, you should visit the Mines and Geology Division under the ministry of Transport and Mining. You can contact the Mines and Geology Division (MGD) via this link: Link
  2. Obtain the application form at the registry of the Mines and Geology Division in person or download if from the MGD website via this link: Link you can also download the form directly through this link: Link
  3. Complete the application form correctly and attach all the required documents to it as mentioned in the “Required Documents” section below.
  4. Visit the MGD office and submit the application for verification by an official of the MGD at the registry service section.
  5. The official will check your application, if it complete and direct you to pay the application fee at the accounting clerk and obtain the payment receipt.
  6. The application file will then be forward to a number of government agencies responsible and related government agencies requesting inspection of the proposed quarry site and their recommendations. These agencies include: -
    • The National Works Agency (NWA)
    • National Environment Protection Agency (NEPA)
    • Agricultural Land Management Division (ALMD)
    • The Environment Health Unit (EHU), Ministry of Health
    • The Parish Council (of the parish) where the proposed site is located.
    • Any other relevant organization (deemed necessary)
  7. All the findings of the inspection will then be forwarded to the Quarries Advisory Committee (QAC) who will make a final report regarding the application and make recommendations on the application as Deferral, Refusal or Granted.
  8. If granted, you will be required to submit a valid Tax Compliance Certificate, a Quarry Plan (Business Development Plan – depending on operation) and a Restoration Bond
  9. The license will be granted with specific conditions that you must adhere to when conducting mining activities.

Required DocumentsEdit

  • Completed application form
  • Payment receipt for a non-refundable application fee of twenty-five thousand dollars ($25,000.00), or whatever fee is in force from time of application.
  • Proof of legal access to land for the proposed area to be quarried. This can be in the form of:
    • Certificate of Title
    • Stamped Sales Agreement or Instrument of Transfer
    • Stamped Lease Agreement
    • Affidavit from Attorney or Justice of the Peace indicating ownership or possession of land
  • Six (6) copies of a topography map at a scale of 1:12,500.
  • A survey diagram at a scale of at least 1:6000 showing the exact area to be quarried.
  • Two (2) character references.
  • In the case of a company, the application must also be supported by:
    • Certificate of Incorporation
    • Names of Directors


Upon the recommendation for the granting of a license, the applicant is required to submit:

  • a valid Tax Compliance Certificate
  • a Quarry Plan (including a Business Development Plan)
  • a Restoration Bond
  • Requisite analysis depending on the type(s) of material to be quarried.

There are a number of Special Conditions imposed when a licence is granted. These include conditions and/or restrictions laid out by any or all of the relevant agencies. These include:

  • the timely submission of production returns
  • payment of quarry tax
  • suspension and/or revocation of the licence
  • appropriate engineering practices
  • sound environmental practices
  • restoration of quarried-out lands
  • safety practices
