Jamaica - Obtain Pre-clearance Certificate of Export from The Plant Quarantine Division

Apply In-Person

  1. To apply for a Pre-clearance certificate of export, you should go to the Plant Quarantine Division (PQD) under the Ministry of Agriculture and Fisheries (MOA). Please view the PQD contact details in the “Office Locations & Contacts” section below
  2. Book an appointment with the PQD for inspecting your products
  3. On the scheduled date, present your products to the PQD at the export complex. Note that the products must be washed and packaged in new, clean, adequately labeled bags and/or boxes
  4. Pay the inspection fee and obtain the payment receipt
  5. Then the PQD and the United States Department of Agriculture (USDA) will inspect the products and make a report of the inspection result and give relevant recommendations
  6. The inspection recommend that the goods undergo treatment, including fumigation offered at the export complex, or products to be reconditioned, or the products can be rejected
  7. If the products are to be fumigated, pay the fumigation fees at the export complete and obtain the payment receipt
  8. The products will be fumigated adequately and the fumigation documents will be prepared and issued to you
  9. If the products are to reconditioned, you will recondition the products as recommended in the inspection report and if the products
  10. Upon a satisfactory inspection and implementing the recommendation provided through the inspection report, the products will be stamped treated, and approved for release by Jamaica’s Plant Quarantine Officers or USDA.
  11. Then the products will be load into a container and sealed ready for export
  12. If the products are rejected for export, a notice stating the issues leading to rejections or denial of the export and the action to be taken by you and/or the Plant Quarantine unit will be issued to you. Note that you may be advised to implement any of the following measures:
  • Recondition the items, by either cleaning or reprocessing; then return the products for re-inspection or Dispose of the goods and you will be responsible for the removal and disposal costs
