Apply In-Person

  1. To apply for an Environmental Permit or License from the National Environmental Planning Agency (NEPA), you should go to the NEPA’s office. Please view NEPA’s contact details via this link:Link
  2. Visit the NEPA office and obtain the application form and checklist of the permit
  3. Complete the application form and attach all the required supporting documents to it. Note that Architectural drawings must be certified by a Registered Architect, engineering drawings must be certified by a Professional Engineer, and Site and Subdivision Plans must be certified by a Commissioned Land Surveyor
  4. Visit the NEPA’s office and pay the required fee then submit the complete application to the applications unit
  5. The application will be verified for completeness with the NEPA relevant official and if the application is incomplete, it will be returned to you
  6. If the application is deemed complete by NEPA, they will scrutinize your application and even conduct a site visit to your project (If required) to determine if an Environmental Impact Assessment (EIA) is required
  7. If an EIA is required;
    • NEPA will inform you and they will issue you a generic Terms of Reference (TOR) to include any other significant issue and the need for public presentation (If possible)
    • Review and prepare the TOR and submit the draft TOR to NEPA
    • Then NEPA and the relevant stakeholders will assess the draft TOR and inform you if it is acceptable meaning that they approve the TOR
    • Then prepares and submits EIA based on approved TOR to NEPA
    • Then NEPA and the relevant stakeholders will review the EIA against the approved TOR to determine its compliance and if the EIA complies with TOR, NEPA and the stakeholders will give their comment on the EIA and inform you
  8. Then the complete application will be assessed by NEPA's Internal Review Committee and the relevant stakeholders and then they will forward their recommendation to the Technical Review Committee
  9. The Technical review committee will deliberate on the application and forward the recommendation to the Natural Resources Conservation Authority (NRCA)
  10. The NRCA will either grant or not grant you the license or permit
  11. If grant, will be informed and advised on the procedure of collecting the license and you will be required to pay for the license or permit and collect it from the NEPA’s office.
  12. If the license or permit is not granted, you will be given a refusal letter and you can apple the NRCA’s refusal to grant you the license or permit to the Minister of the Ministry of Economic Growth and Job Creation (MEGJC)

  • You can also appeal the grant conditions of the license or permit to the Minister of the Ministry of Economic Growth and Job Creation (MEGJC)
