How to Apply

  1. Applicant should gather all the supporting documents (listed below) and visit the Directorate of Industrial Waste and Chemical Substances (DDISC) office.
  2. Express your interest at the registration/service desk, collect the Authorization Application form, and fill it accurately.
  3. Submit the completed request form, along with the required document either physical to the offices of the Directorate General for the Environment or by Mail Service of the Ministry of Environment.
  4. The DDISC will dispatch an inspector to the facility premises for inspection to determine if Good Manufacturing Practice (GMP), Good Disposal Practice (GDP) and Good Transportation Practice (GTP) during storage, re-use, dispatch and disposal of product is practise.
  5. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and you will be required rectify the problem.
  6. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
  7. The report finds along with your application will be forward to the National Committee for the Analysis of Trans-boundary Waste Movements Files which meets approximately 4 times a year to examine all applications.
  8. If the committee is satisfied that all the conditions for filing the application are met, your application will be approved.
  9. You will be notified of the outcome by mail or phone and issued with the authorization certificate by the register.

Required DocumentsEdit

  • A letter of authorization request addressed to the Minister of the Environment and Sustainable Development;
  • Information relating to the Company, in particular:
  • The Articles of Association.
  • A copy of the Trade Register with the nature of the activity as subject.
  • The CNPS certificate (National Social Security Fund).
  • The Tax Certificate.
  • The photocopy accompanied by the original of the National Identity Card or the Certificate of Identity or the Passport of the person (s) responsible for the Company.
  • The Identity Photo of the responsible person (s) of the Company.
  • The Judicial Record dated less than three (3) months from the person (s) responsible for the Company.
  • The Geographical Location of the Company.
  • The Certificate of Insurance.
  • The Notification and Trans-boundary Movements of Waste Paper .
  • Information relating to the waste to be imported, in particular:
  • Prior waste identification form.
  • Safety measures during transport.
  • The Description of the Packaging.
  • The Transport Route Report.
  • The Financial Guarantee for the benefit of the Ministry in charge of the Environment.
  • The Contract binding the requesting Company to the recipient of the waste (in case of export) or to the Company of origin of the waste (in case of import).
