ProcedureEdit

  1. Visit an Optician Affiliated with Marmanet or Femi-Premium. You will receive from the optician's office, a Tofes Yarok, a green form printed by Misrad Harishui (Ministry of Vehicle Licensing). You will also be photographed, and you will have an eye examination. The eye examination costs 50 NIS.
  2. Fill Out the Hatsharat Briut. Part of the Tofes Yarok is a Hatsharat Briut, a declaration of health. Fill out this form, listing medications that may affect your driving.
  3. Visit a Physician. Bring your Tofes Yarok to a physician to sign. The doctor will make a note on the form of any medications you take that may affect your driving.
  4. Go to Misrad Harishui. Bring your Tofes Yarok, Teudat Oleh and foreign driver's license to a district-level Misrad Harishui to be stamped. Only district-level Misrad Harishui offices can help you with your driver's license conversion. You will receive a Hafnaya (referral form) to give to your driving instructor.
  5. Schedule Your Lesson(s) and a Practical Test. You will receive an Agrat Mivchan (a form indicating you must pay a fee for the test), to bring to the post office. A lesson costs about 110 NIS on a manual car and 130 NIS on an automatic car; specify which type of car you drive
  6. Visit the Post Office. Bring your Agrat Mivchan to the post office. Cost: 65 NIS. Make sure you obtain a receipt.
  7. Take the Test. Bring your Teudat Zehut and the receipt from the post office, to give to your driving instructor. The instructor will phone you after the exam to let you know whether you passed, usually within a day or two.
  8. Return to Misrad Harishui. After passing your driving test, bring your Teudat Zehut to Misrad Harishui. You will receive a temporary drivers license and a receipt for payment for your exam.
  9. Return to the Post Office. Pay the fee to activate your temporary drivers license. Your permanent license (photo ID) will be mailed to your home address listed on your Teudat Zehut within 8 weeks.

  • a valid foreign driving license, issued at least six months prior to entering Israel
  • medical and vision tests
  • vehicle control capability test
  • an applicant who has never held an Israeli driving license: your passport must be presented in order to confirm the date of entry into Israel and prove that you received your license overseas
  • A previous holder of an Israeli driving license: you must present proof of the period of time spent overseas and of entry into Israel (passport or extract of Israel entries and exits from the Interior Ministry). If you have held a valid foreign driving license for at least two years before entering Israel, you may request exemption from the vehicle control capability test.

  • New immigrants can exchange their foreign licenses within 3 years from their date of immigration to Israel or from the date of receiving immigrant status.
  • Temporary residents or tourists residing in Israel can exchange their foreign driving licenses within one year of their date of entry into Israel, on condition they have reached the requisite age.
