PROCESS FOR CITIZEN AND NON CITIZENS OF HONG KONG – FOR BOTH WHO LIVE IN HONG KONG AND OUTSIDE HONG KONG:

I.Apply in Hong Kong
a. Apply In-Person
  1. Applicant shall apply at the office of the Hong Kong Police Force(address provided below).

  3. Applicant shall get the application form from the office by paying the appropriate amount Or can fill and print from the online portal: Application
  4. Applicant shall fix an appointment using the link: Appointment
  5. On the scheduled date, go to the office. Don’t forget to take the required documents copy along with originals to the office.
  6. Please talk to the authority for your requirement. As per authorities advice one has to submit the application along with documents.
  7. Applicant should pay for the certificate as advised. All applicants must consent to have their fingerprints taken.
  8. Accepted application will be processed by respective department
  9. The certificate will be issued as notified. In few cases, certificate will be mailed directly by registered mail to the relevant Consulate / Immigration Authority / Government Authority.

II. Applying process - overseas
a. Mail(Post)
  1. Applicant should complete the application form, attach certified copies of required documents along with document justifying fees paid (A bank draft to the amount of HK$225 per person, made payable to "The Government of the Hong Kong Special Administrative Region". The draft must be payable in Hong Kong) for applying through mail(address provided below).

  3. Applicants may also arrange to hand in their application to the above quoted address or deposit their application into the drop-in box provided at the First Floor of that office.
  4. Applicant has to attach a full set of his or her fingerprints taken and certified by a recognized police or law enforcement agency where he or she presently reside.
  5. This application will be processed by the respective department.
  6. The certificate will be issued as notified. In few cases, certificate will be mailed directly by registered mail to the relevant Consulate / Immigration Authority / Government Authority.

Country specific

  • Valid identity document (identity card, passport, driving license)
  • Hong Kong Identity Card or valid Travel Document
  • The original and a photocopy (for each applicant) of a letter from the relevant Consulate / Immigration Authority / Government Authority, for the requirement of this certificate.

Foreign national

  • A copy of your passport while living in Hong Kong.
  • A copy of your permit of stay in Hong Kong, passport number and place of issue as well.

In general

  • Valid passport (attested copy as per requirement)
  • Valid citizen proof (respective ID’s issued by respective nation)
  • Passport size photographs
  • Birth certificate (as per requirement)
  • Proofs of legal stay (copy of passport held during the said period with respective stamp and seal)
  • Email ID (useful to communicate issues with respect to your application).
  • A self-addressed envelope with or without stamps (as required)
  • Valid contact number (applicant can be communicated)
  • The original and a photocopy of the documents proving his or her relationship with the Principal Applicant for the application if the said letter does not contain his or her own name
  • Application documents issued in languages other than Chinese or English, shall be accompanied with an official transcript, in Chinese or English, as endorsed either by the issuing authority, or a certified translation services body.

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

FeesEdit

  • Processing fee of HK$225 per person.
  • Payment by cash, Octopus cards, EPS or crossed cheques payable to "The Government of the Hong Kong Special Administrative Region" are accepted.
  • Add-value service for Octopus cards is not available at this office.
  • Fee varies for case to case. Updated fee requirement will be provided by respective authorities while applying.

InstructionsEdit

  • The full set of fingerprints includes the impression of each finger, the plain impression of the four fingers of his or her left and right hand taken simultaneously, and the plain impressions of thumbs. Certification of the fingerprints must clearly state:
    • The name and rank of the person who took the fingerprints;
    • The full name and the official chop of the police or law enforcement agency; and
    • The date and place taken.
  • For local applicants, payment can be made by cash, crossed cheques, EPS or Octopus cards payable to "The Government of the Hong Kong Special Administrative Region" are accepted.
  • For applicants abroad, a bank draft is payable to "The Government of the Hong Kong Special Administrative Region" and must be payable in Hong Kong. A personal cheque in Hong Kong dollars issued and authorized by a licensed bank in Hong Kong is also acceptable.
